There has never yot been a truly national industrial exhibition in this country, and there never will be until the broader project of au international exhibition is interwoven with it. When England, (reruincy, Trance, Spain, Italy, Turkey, Mexico, Cuba, China, Japan, and South America send hither count, leas products of their industrial skill. New York, Boston, Baltimore, New Orloans, arid Chicago may also find Philadelphia a not nu worthy point for the exhibition of thoir fabrics. But to concentrate an effective in dustrial American display, we must aecuro tho co-operation and representation of the whole civilized world. To rnako an industrial exhibition interna tional, it ia imperatively necessary that it should be foimally and cordially endorsed by CongTess. The exhibitors of other nations will bo wary of all projects of mere looal significance. They will send but few objects to any exposition which is sustained by a single city or by only A few States, while to a comprehensive American undertaking they will gkidly send a profusion of their choicest products. Such an exhibition would give a greater impetus to every branch of Amerioan industry than anything which Congress could devise. It would teach mil lions of onr countrymen their strong and their ireak points, excite ambition, encou rage a spirit of emulation, increase the incen tives to industry, and as a grand and com prehensive school of practical instruction repay a thousand-fold all the time and money that ean be expended npon it. This nation is so constituted politically and geographically taat it requires, for the com plete realization of the grand project we are discussing, the admixture of a powerful pa triotic motive, which the centennial anniver sary admirably supplies. Independence Hall will become the Mecca of millions of visitors from our own and foreign lands at a time when I'airmount Park is teeming with the choicest products of every quarter of tbe globe, and the combination of attractions will secure even a more varied, comprehensive, brilliant, and useful industrial and artistie display than that afforded by either the London or the Paris 1 khil'ilioi.8. EXIT OF SECRETARY ROUT WELL. A WiMJiNr.TON rumor, which appears to be more authentic than the generality of reports front that quarter, states that Secretary Bout well is about to retire from the Treasury Department. It is said that the main causes are his strong devotion to the policy of pay ing off the public debt rapidly and his oppo sition to an expansion of the currency and the acquisition of San Domingo. He has eoaie into collision with the President on these poiats, and Grant seems to be gradually developing a will of his own, in poli tical matters, as stubborn as that dis played by General . Jackson. The hero of New Orleans disposed of his Cabinet officers as freely as if they were mere house-servants, and the hero of Appomattox appears equally ready to Make changes in the persontiel of his ad-miniatj-ation. It is certainly hign time that something should be done to increase the popularity of the administration, and if Grant has devised good methods for promoting this end, be may well be pardoned for making all the official changes necessary to attain it. It remains to be seen whether he is on the right hack or not. His proposed platform, appa rently, is more greenbacks, fewer taxes, and great chances for making fortunes down in San Domingo; and these p'anks are liksly to JLe popular ia a good many American markets. 'ids Amnesty bill was under considera tion in the House of representatives yester day, but it contains so many classes of Kebels en proscribed lists that several amendments were offered, and the bill went over. It is scarcely worlh while bj do any more tinkering at llio Amnesty bill. If we are ready to for give tbe licbel bf a sweeping Congressional enactment, it should be done outright, and if wo ate iut refrdy to forgive thoiu, tho present fcyMoiii of dt'niirig out mercy in detail to everybody Hint a',H for it tnay as waII be coiit iuiu l. Pfalsburg is situated in the firviM. central pass of the Vofea, five miles uoithwcat of averne and twenty-five miles uorlhwest of Strasburg. After the rout of MacMahon's army at Woerth, ho rallied his demoralized forces fur a few hours in this mountain pas-, Iml it was impossible for him to make a determined titand here, and the victorious army of the Crowu I'rinco was soon In complete possession of the locality, with tho exception of Pfalsbiirfr. This town bclntr situ ated about three miles to the north of tho rail road from Strasburg to Paris, its possession was not of immediate :oupciueuce. Formal siege, hewevcr, was eoou laid to it, and it was closely invested until tho day of surrender. Its fait has been frequently reported, but the garrison made a heroic resistance and held their ground bravely until further resistance was useless. In one of the assaults made upon the place iu August by the Wurtembergers, the attacking party j was reported to have sustained a loss ol 1 500 men. Pfalsburg ranks as a third-class fortification In tho great system of defensive works estab lished by Vauban, by whom it was built aud fortified. In the tremendous struzles botweeu the French and the Allies in 1S14 and IS 15, it was besieged by the latter, but successfully re sisted the most determined efforts of the enemy at Its capture. Napoleon I styled it the "nur sery of heroes." as the birthplace of a nuruher of bis bravest aud most accomplished ofheers, included among whom were Marshals tierard and Lobnu. NOT 10 K 8 .
