It may be comfort to those of our follow citizen Who have the welfare or law-breaking clergymen of the Episcopal Church so much at heart to know that the proposed canon suspending ministers who have promised obedience to ecclesiastical authority, and who to escape punishment appeal to the civil courts, has not passed though, to the credit of the minister of the Church be It said, they passed It br a large majority. The lay vote was a tie, and the Bishop dectded the canon loot. So the "great Scandal and Injury to the cause of religion and moraltty"(!) which was feared Is not so Imminent But It Is perhaps rather loose phraseology for yon to assume In speaking of the "reason for this harsh enactment," that It was to be found In the action of a clergyman who was arraigned for the "high crime of officiating In the church building of another denomination, or soma similar offense" unless In your Judgment all offenses agali at church authorities are "similar." The case of IU v. Chhrles E. Cheney, of Chicago, to which you Intend 10 refer, was that of a plain, direct, and wilful brenk log of his ordination vow whereby he promised In writing conformity In worship in the fol lowing words: "1 solemnly engage to conform to the doctrines and worship of the Protestant Episco pal Church in the United States." These doctrines and worship are set forth In the "Book of Common Prayer," which the minister Is obliged to use on all cccasiow of pnbllc worship. Canon 20, Title I. Among the "oirensea for which a minister may be tried and punished" la Included "any act which Involves a bieach of his ordination vows." Canon 2, Tl le IT. Now, Mr Cheney undertook to alter the service to Which he had "solemnly promised" In writing to conform, and made material omissions In the Bap tismal office. This he notoriously did, and at the 'Chicago Conference," bo called, was so unwise as to boast or 1'. It was a matter of publlo comment. Br the law or the Church It is made the duty or the Bishops in ail cases where public rumor charges a Clergyman with any or the offenses enumerated, to cause "inquiry" to be made, to ascertain the truth Of the same. This Bishop Whltehouse did, and the result was a presentment In due form. Pending the trial, Mr. Cheney, with the evident consciousness of guilt, took the nnusual course or applying to Judge Jameson (the distinguished jurist who grants the divorces fi r Chicago) for an injunction against fur ther proceedings, alleging among other things that he was In receipt of an Income of $4,800 fron his occupation, and that It would be a serious interfe rence with kin business should he be suspended ! lie wilfully commits a specific offense, and then shrieks for "civil" protection from the penalty. A nice martyr for conscience sake. II) entered the Church voluntarily, and assumed its obligations. No word of the Book of Common Prayer, which he agreed to conform to, has been since altered. lie has altered his mind, says he cannot believe the plain words of the Service, but cannot bring his mind to give up his talary. other peoole who have been "conscien tious" have left the Church: ho wishes to stay and be a law unto h'mself. The Chicago Jurist, like our city aldermen, decided for the plaintiff. An ap peal was takes to a higher court, which Is not yet decided. The denunciations of Bishop Whltehouse for sim ply doing his duty are quite unmerited. He suffers from the misfortune of having a perverse law breaker in his diocese. If there was the slightest pretense that Mr. Cheney was innocent or the offense charged, there might be some ground for the "sympathy" so liberally bestowed in some quarters. The trouble Is that he wans the sympathy and the salary, and wants permission to break the law too. He cannot be Indulged in all these desires, and per sons who understand the facts of the case must fail to see any "tyranny" in the refusal so to indulge him. The New York Observer, the leading paper of the Presbyterians, Instead of Joining in the clamor against the Bishop, came to the sensible conclusion that If Mr. Cheney continued to be a minister of the Episcopal Church he should abide by its rules and regulations, and that when he could no longer do so It was hla duty to leave the Church. As time files, the gentlemen claiming to be adhe rents of the Republican party, those who have en deavored to injure the prospects of William M. Bunn, Esq , and who are ever ready to howl when they deem it popular, are beginning to see their folly, and new find, when they inquire Into the ante cedents of that gentlemen, that he is an entirely different man from the one many of his professtd friends represented him to be. When Mr. Bunn makes a promise you can rely on Its fulfilment. How many men lu this community can you depend on to that extent? How many men are there among ns who will make a positive promise .one moment and forget it the next ? The writer of this happens to know they are a very numerous class, and he could name several, if it were necessary, who he himself overheard traducing Mr. Bunn, in whom he could Dot piac? half the confidence he would in our candi date for Register of Wills, as those distinguished gentlemen have told him falsehood after falsehood when there was no occasion for It. Mr. Bonn's military career alone should carry him through, un less some of those jealous civilians insist on having all the offices for their own benefit. I am satisfied, from the experience of the past week, that there is no fear of Mr. Bunn's triumphant election. Republican.
