Supervisor Bioomfleld, of Chicago, telegraphs to the Internal Revenue Bureau, under date or the 14th Instant, the motion on behalf of distillers to restrain the collection of taxes, nnder the forty-eight hour rule, has been overruled and all the cases dismissed by the court. Naval Orders. Commodore O. S. Gllsson is ordered to hold hlm Belf in readiness for the command of the Kuropean Heet. Commodore L. 8. Almy is ordered to duty as chief signal otllccr of the Navy, on the 25th Instant. Commodore William K. Major Is ordered to the com mand of the Tuscarora. Head Admiral J. A. Wins low is detached from the commaud of the navy yard at Portsmouth, N. H., on the 1st of July, and ordered to hold himself In readiness for the command of the Pacflic fleet. Kear Admiral S. P. Lee is de tached from dutv as chief sigsal oillcer of the Navy and dlrebted to hold himself in readiness to com mand the North Atlantic fleet. Commodore A. M. Pennock is detached from duty as a member of the Examining Boarf at Washington and ordered to command the navy yard at Portsmouth on the 1st of July next. Internal Revenue. Supervisor Bioomfleld telegraphs to Commissioner Delano from Chicago that the motion on behalf of the distillers for an injunction of the taxes under the forty-eight hour rule has -been overruled, and all the cases dismissed by the Court. Supervisor Fulton reports that the total assessments in the Fifth Pennsylvania District lor the year ending April 30th, 1870, exceed those of the previous year by 121,023. C O If O B ESS. FORTY-FIRST TERM-SECOND SESSION. Hen ate. Wahhtkoton, June 15. Mr. Fanton presented a memo rial in favor of the importation of pie lend tree of duty; trom New York dealer of bide and leather against the passage of the section in the new Tariff bill relating to oils, a tending to injure the manufacture of leather, and from Moses fay or, Commodore Vanderbilt and others against any repeal of the Registry law by whicn foreign, built ships shall be admitted for any term of years to register in the United States. A r lorida Land l.rant bill was discussed and passed. Mr. Kdmunds called np the House bill to dohne tbs duties of pension agents, to presenile the manner of pay ing pensions, and lor other purposes. House. Mr. Majnard, from ths Committee of Ways and Meant, reported a bid to relieve coal from all taxation, and moved it reference to the Committee of tbe Wbole. Mr. Uooper made a minority report, and moved tbe ams reference. Tbe bill waa read. It provides that there shall not ba collected any duty whatever on coal imported into the United State alter the 81st of December, 1H70, nor shall there bs required any internal revenue on any reoeipt, manifest, charter party, conveyance, lease or contract, or other instrument of which coal forms the exclusive or chief aabject of consideration ; nor shall any enumera tion be made in taxing gross receipts from tne transpor tation or conveyance of coal ; nor shall any special tux be imposed on any vehicle or vessel, by land or water, employed exclusively or ohietly in carrying coal; nor shall any tonnage duty bs imposed npon or exacted from such vessels, nor shall sale of coal by auctioneer or otherwise be included in tbe es timate of sales, nor shall tbe profits arising from the mining or coal or trom dealing therein De included in computing incomes trom taxation ; nor shall any other tax be imposed on coal or traffic in it. The minority report, wbicb i signed by Messrs. Hooper, Allison, Brooks, and Marshall, states that there were two member absent wben tbe matter waa considered ; that tbe minority could net agree with the bill as reported by tbe majority, and therefore proposed a substitute, and stated that it all the members of tbe committee bad been present, tbe minority bill would have been adopted. '1 he substitute provides that on and after tbe 1st of Sep tember, 1S7H, bituminous and other coals imported into the United blates shall be admitted free of duty. Mr. Dickey objected to tbe minority report being re ceived. Mr. Wood moved that tbe majority report be recommit ted because not in accordance with the instructions of the House contained in the resolution which he bad the honor to submit tot lie liouae Mr. Bchenck, llbairnian of tbe Committee of Ways and Means, asked and obtained permission to mak a state ment. 1 be resolution instructing tbs uomuuttue on ths subject bad been adopted on Monday, tbe otb, under ap pointment of the Chair, lie bad proceeded, with the rest of tbe Hoard of Visiters, to ths Military Aoadsmy. The resolution was that ths Com mittee of Ways and Means is hereby instructed at tbe earliest moment practicable to report a bill abolishing tue tariff on coal. The succeeding words "so as to secure that important article of fuel to the people free from all taxa tion," be regarded as simply a construction of or inference lroiu the order and not precisely sustained by it. He had himself prepared a bill and submitted it to tbe committee placing coal on the free list, it' be had been present with tbe committee be should, as a matter of course, have voted for that or it equivalent. He wished it to be understood now that be concurred in opinion with tbs minority ot tbe committee, and after further discus sion the bill was recommitted to the Committee of Ways end Means. Mr. Cullom, from ths Committee on Territories, re ported a bill authorizing the judges of Wyoming Territory to define their own judicial districts. Passed. On motion of Mr. berries, a conference committee was requested on the bill granting the right 01 way to ditch and canal ownera through the public laud. Mr. Hamilton (Ha.) introduced a bill to create a port of entry at Charlotte's harbor. Referred. Also, granting lands to aid in tbe opening of Caloosa bocbee river and building a canal to Lake Okeechobee. Ket erred. Mr. Creb offered a resolution reciting the proceedings at the Constitutional Convention at hpriuglield, 111., tu tavor of tbe removal of tbs National Capital, and referring tbs same to the Committee on Public .expenditures.
