The Montgomery Light Guards of Bos ton, otherwise Company I, Dth Kegiment UasRachusetts Volunteer Militia, having been challenged to a competition drill for the championship by Company A, 4th Kegiment Pennsylvania Militia, arrived in this city yes terday afternoon. In the evening they at tended the Arch Street Theatre by invitation of the 4th Regiment. This evening an exhi bition drill will be given at the Academy of Music, by Company A, 4th Regiment, Cap tain John W. Ityan, and the Guards; and on Thursday afternoon a tactics drill will be held on the grounds of the Athletic Base Ball Club, Seventeenth and Columbia avenue, by the competing companies. The special committee of Councils and a committee of the Fark Commissioners, having in charge the arrangements for the International Exhibition, have held several meetings for the purpose of adopting a pro gramme for the entertainment of the com mittees of Congress on their arrival and during their stay m Philadelphia. The Com mittee on Manufactures and on Foreign Rela tions of Congress, the Senators from Penn sylvania, and the members of Congress front this city, will arrive in Philadelphia by special train to-morrow night, and stop at the Conti nental Hotel. On Friday morning, in com pany with the Council Committee, the dis tinguished visitors will visit Independence II all, a here they will be formally welcomed by the Mayor of the city. On leaving the hall, they will be conveyed to Baldwins locomotive works, on Broad street, and from there to the Girard Collega. From this point the party will be conducted to Fairuount Park by a committee of the Commissioners, for the purpose of examining the ground selected for the proposed interna tional exhibition. On Saturday morning the visitors will take the steamboat Twilight for a trip along the Delaware front, Btopping to examine the mills at Gloucester, and the manufacturing estab lishments at Bridesburg. A Balute will be fired at the Navy Yard as the boat passes at that point. In the evening the Union League will be visited. It has been suggested that the committees visit the coal regions on Sun diiy, starting from this city early in the morn ing and returning the same day in time to enable the members of Congress to start for Washington Sunday night, if they so desire. Domestic Affair. Gold closed yesterday at 112J. A terrible tornado devastated a large portion of Arkansas and Mississippi on Friday laet. A delegation of Congressmen will wit cess the commencement exercises at the Lin coln University, Oxford, to-day. General Babcock continued his explana tion of the causes that led to the arrest of Hatch at San Domingo, before the proper committeo, j'esterday. Secretary Boutwell estimates that the Dill recently passed by the House will deerease the receipts from import duties by upwards tl twenty-five millions, while the tax bill will lessen the Treasury receipts by nearly fifty two millions. In the United States Senate yesterday, f-fter the close of our report, the Consular and Diplomatic bill was passed, with an amendment providing for a Consul at Port Snid, Egypt. The Post-office Appropriation bill was reported. In the House, the joint resolutions re ported from the Foreign Committee, declar ing the neutrality of the United States in the struggle between Spain and Cuba, and re questing the President to protest against the barbarous manner in which the war has been conducted, were discussed. The remains of Charles Dickens were yesterday buried in Westminster Abbey in the most private manner. Isabella's abdication is said to have been received in Madrid. Mr. Sieinmetz, from the Committee on Girls' Normal School, reported that the com mittee are compelled to ask some change in the apportionment of admissions to the school. The number in the school at present is 480, the number graduating it 46, leaving ht the beginning of next term 409. The number to be admitted under the apportion ment of last admission would be 133, a num ber much beyond the capacity of the building to accommodate. Consequently, the large investment in the hearse is nearly a dead loss. There are many alllictcd readers who will drop a sympathizing tear with the Columbus (Ohio") Stale Journal when it says: "We began to have hopes that Washington's body servant was really finally dead, and we should hear no more ot him, but the newspapers have com menced with his children now. Four of them have died during the past week." Judge Pomroy Jones urges in the Utica Observer that a monument be erected to Gene ral Herkimer, who commanded at the battle of Uriskany, giving bis orders to his Oerman sol diers in the German tongue, even after he had received bis death-wound.
