The New Miucltirc A Plan Agreed Upon by llie Committee of Councils. At a meeting of the Committee of Councils on House of Correction held yesterday, the following plan of structure was agreed upon, and will be reported to Councils to-day: The main building will have a brown-stone front, four stories in height. In the centre of the building will be a chapel, the roof rising far above that of the main structure. Upon each Bide of this connecting building are three wings, each about 200 feet long, standing parallel with each other, while at the rear end there projects on either side another wing, at an angle of 30 degreea with the main structure, the whole covering an area of over fi00 square feet. This projected House of Correction will accommodate comfortably 2000 persons. The general classification of the accommodations will be as follows: White male vagrants (extended period). .. .660 While male vagrants (short period) 144 White male paupers i4t 81s White female vagrants (extended period). . The inmates of each section will have easy eccefcs to the chapel. Should fire occur in any wing, or a contagious disease spread through it, effectual methods will be used to prevent their spread to the adjacent wings. The front section of the connecting or main building will be devoted to the officers' quarters, so that business can be transacted with the management without intruding upon the privacy of the general building. All the cell wings containing prisoners for short pe riods (one to three months) will have at each end workshops suitable for such employment f.s their limited time may will most pro ductive. The style of architecture will be Italian end the building fireproof. Northern Pacllic Hallrand. New Yoek, Jane 1. The proposals for constructing the Minnesota division of the Northern Pacilio ltailroad, 223 miles long, were opened to-day. The number was ex traordinarily large, and the competition between the bidders very sharp. It will take tome time to classify tho proposals. As soon us this is done they will be considered, and the acceptances made and declared. The most experienced railroad builders and con tractors in the United States and in Canada Mere represented. The proposals for iron locomotives, cars, switches, etc etc., em braced houses of the best reputation in the United States. The report was accepted. The finance report was considered And an amendment tundt) creating a committee of twenty-one to report at the next Assembly. That portion of the report which relates to tho fivo million fund waH discussed at length. This fund is to be devoted to theological seminaries and colleges, including buildings end endowments for the same; literary insti tutions for tho raising of a native Gospel ministry in heathen lands; church buildings and manses originating subsequently to the Union, and otherwise entitled to public aid; hospitals and orphan asylnms in connection with the Church; institutions for the educa tion and evangelization of the freedmen; special contributions for the increase of the Permanent Fund for tho support of disabled ministers and their families. Wieconsin papers claim that Oconomowoc, about thirty miles from Milwaukee, is the most beautiful town in tho West, and call it tho fisher- mnn s paradise. It is situated between two lakes, one emptying into the other over a fall of nine or ten feet, and within a circuit of a dozen miles are about twenty lakes, irom one mile to three milcB in length. The first mosquito story of the season comes irom .Maine, lne luiswortn American tells it. and it is to the effect that the mosquitoes are bo numerous in Orland that three boys "concluded to see how many they could gather. They scraped them up and put them into a large- sized lactory pan until it was crowned and heaped full, and they judged they scraped off of the water ana put on the ground and crushed more than two paufuiis more. Alarming Intelligence fob Tall Men. An amiable tribe in Hindostan, called Boo- teahs, among whom music is warmly en couraged, are ingenious enough to make trumpets out of human thigh bones. The invention is, says the Orchestra, creditable in a constructive point of view, but inconve nient to tall people; for as the Booteahs re quire long bones for their purpose, and the supply is inadequate, they are apt to keep an eye upon any goodly-sized neighbor, and im patiently wait until he shall have no further use for his own particular trumpet-material. An Indian newspaper, in reporting tho sud den death of the jailer of Darjeeling, says a suspicion arose of his having come by his death by foul means, on the ground that, as ho was a very tall man, the Booteahs had probably had poison administered to him.
