No one who reads the letter will have any dllllculty In understanding why It was returned un answered, nor do we see how eithor Mr. Graeif or tha Water Board could take notice of such a communi cation. We were present at the opening of the bids, are acquainted with the facts, and think It rltttit to correct the marvellous errors contained in Messrs. BnshongB' letter. They write that "the city loses Bom sixty thousand dollars by this rascality In awarding the contract." The btd of their friends amounted in all to only 42,903'8S, certainly a dim cult matter to save 160,000 out of this sum, and their bid was just $Too-3T higher than the bids of the par ties to whom the contract was awarded. In other words, the city saved this $100-87 by not giving the contract to Messrs. Mcllert A Klnscy, and in fact could not have awarded it to them, as they were not the lowest bidders. WAsnirtoTON, May 5 The Republican May orally Nominating Convention met to-day at Union League Hall, where the Bowen party appeared to be largclj in the ascendant. 8o tar as numbers went, and as the varlons wards had nearly all two sets of delegates, the indications favored the renomination of Mr. Bowen. After considerable discussion delegations re presenting both the Bowen and Richards inter est were admitted, but subsequently the Richards men withdrew and organized at another ball, where Mr. A. C. Richards, the present Chief of Police of this district, was nominated. The first convention nominated Mr. Bowen. It la understood that Richards will decline, in which case the convention which nominated him will support Matthew G. Emery, Esq., who is already in nomination as a reform candi date. There was considerable excitement about the halls were the conventions were held, party feeling being very high. The nominees are all identified with the.
