THE DAILY ETENINO TELEGRAPII PHILADELPHIA, SATtftiDAY, MARCH 12, 1870. HON. WILLIAM I). KELLET AND THE PEOPLE. PnrLAPWLrniA, February 153, 180. Hon. William I). Kelley Dear Sir: Having learned with regret your desire to withdraw from Conirrflss, and that you have Intimated year intention to dentine a renomlnatlon as the Representative of the Fourth district of Pennsylvania to tho Forty-aocond Congress, we earnestly requoat you to rocon lder the subject and again consent to accept the nomination. Tonr course hitherto ha been marked with so great ability, having fully comprehended tho highest interests of the country and providing o wisely for them, that now, when questions of vital Importance to our present and future prosperity (Involving reconstruction, protec tion to home industry, and our great sys tem of Internal Improvements) are to be dlscusced and adjusted, requiring the high est order of statesmanship and tho purest patriotism, we caunot, with safety, dispense with your services. We knew of no one within the bounds of your Congressional district on whom wo cn fix with any hope of finding all the requisite qualifications that you possess; and, much as you may doslre tho quiet of private life, we believe your sense of duty, not only to your constituents but to the country at large, which has heretofore prompted you, will now induce you to permit your name to go before the people of your district at a candidate for their suffrages. Your favorablo reply will greatly oblige, Yours truly, FOUR 1 EKNT1I WARD. Goorre I. Young, f Jeorga W. Wm J Maoker, TUouipaoo, o( ibTDompaon A Uo.. Stuart, Peterson A Co., H. (J. Morton McMichael, and othr$: Bear 8ir: Your very 22d ult., requesting me to reconsider my ex pressed desire to withdraw from Congress, and to consent to accept a renomlnatlon, has been received, and I am deeply penetrated by the generous terms In which you have been pleased to speak of the manner In which I have per formed my duties as your Representative. To have been sustained as long as I have by o Intelligent and numerous a constituency has been most gratifying to me, and this new evi dence of your kind appreciation is acomplimont that I cannot feel I have deserved. It is as un expected as I feel it to be unmerited; for in a lottor to my constituents from New York, when I was engaged in public duty, In the month of May last, I announced my wish to withdraw from pmbllc life at the close of the prescnl Con gress, and having seen no reason to abandon that desire, have not since then regarded myself as a candidate for renominatiou. The reasons that brought me to this conclu sion were of a mixed character. Those of a private naturo were a desire to eu joy the society and devote myself in somo measure to my family, from whom I have been separated more than half of each of the last nine years; and that my property, the accumulated results of more than a quarter of a century of manual and professional toil, having been from time to time encumbered to meet necessary current expenses, always in excess of Congres sional pay, seemed likely to pass from me by forced sale, and therefore required my persoual attention. Of the reasons of a general character I will speak directly, but must pause here to say wiiat l Know you taking advantage of orice and marketable delDhla DroDertY. durlnn tho summer, I sold enough to relieve the embarrassment; and rested on this point alone, X wooia with grati tnde comply with your request. . Another consideration that was not without welirht was that von have honored me with Ave consecutive elections, tlemen feel that the one of them should the district in the councils of the nauox isut while recognizing the justice of this claim, I cannot regard It as paramount to the rUlit of tho people to select there is, thus far, no my acceptance of the honor you tendur me. , But, my dear sirs, permit me to re mind you that, since my first elec tion to Congress. In 1860, tho population of Philadelphia has increased not less than sixty per cent., And that of the Fourth District has more than doubled. My correspondence aud geueral duties have thus been greatly in creased. Of this I do not complain. It Is a natural incident of the niv constituents, xtent the ceoule of superadded to the ative the Impossible one oi nnaiug places for all uuemnloved people of both sexes known to tlieiu, and promotion for all ambitious or dis contented employes oi was much of this durinar the war. but the Govern ment then needed the service of every able-bodied man in some department, and It was quite possible that one might serve It and the nnnl leant both, by giving him a note to the chief of some Government establishment. But such is not the case sending people to sentative lor employment nas oecunio bo com mon as to be insufferable. To the ntty or mnrfl irood-hearted vunlence, each write a note during the day, It is a matter of small concern, but to the un happy being npon whom they concentrate the next day, aud who, as has often been my case, would gladly find work for some worthy and suffering soldier whose case bad come under his own observation, but knows not whuro to look for it, Is a morel serious matter; and the wrong is not lesseDod by the discovery that the bearer has been assured by the respoctable vrltnr that a note irom ine memoer win cer tnlnlv srt him work To auch an extent rnrried recently that of social lnterc uree, correspondence, or study in my home; but, annoying as this my be to the Representative, that Is the least of it, for it is, In almost every case, a positive wron to the people npon whom the practice Is Indulged. Assurances that the Representative cau procure mninvment erlven they have Implicit faith, inspire hopes that can not be fulfilled, and not nnfrequently a confi dence that leads to destitution. Days and weeks are sometimes lost In nntrir.al nower. it them employment; pointment that overtakes many oi mom when tbey discover how their friends have deluded them is painful to ooserve, anu i am unwilling longer to ue fnj "u piacuco. i, therefore, the acceptance of a renemluation to be understood as my part to .wu,-. I must beg leave to aecune me nouor, grateful as I would be to receive it freed from this con dition, and tendered manner. I assure you, my dear sin, I appreciate most nrnfmindlv the honor done me by your letter. I regard the frequent re-electlou of a citizen to Congress by the peeple anonfc whom his life has passed as Intrinsically tho hlrhest honor that caa be conferred upon a man under our Government, and would be willing to make Brest rjersonal sacrifice to do its recipient.
