Special Despatch to Ths Evening TeltgrapK Washington, March 9 General Quesada was before the Military Committee of the Senate to-day. and niado a statement relative to the condition of affairs in Cuba and the progress of . the insurrection. lie exhibited facts to show that the Insurgents hold two-thirds of the island; that they only needed arms to be able to attack and capture tho seaboard eltios hold by Spaniards; but that, nnder the prcont clrcum etancos, tbey conld not hold these places if they had them. Quesada says if the United States would recognize the Cubans as belligerents, they would make Bhort work of the Spaniards. The committeo was very favorably improssed with the statement, aud tho feeling among Senators in favor of Cuba is said to be In creasing. An Expected Proclamation. The President refusod to see visitors to-day and stated to a Senator that he was engaged in writing an important document. It is inferred that it is a proclamation announcing tho ratifi cation of tho fifteenth amendment. Itlnghain' Amendment. An effort will be made in tho Sonate to strike out Bingham's amendment to the Georgia bill. The committee is divided on the subject.
