Four stories of the seven storied wall of "Kroner's mill, fronting on Linn street, above Twenty-third, fell yesterday afternoon, at about 2 o'clock. No one was injured. The work of building a new tow-bridge over the Schuylkill, near the lower locks at Manayunk, has been commenced. The old bridge at this point - was carried away by the flood last fall. The following cases have been admitted to the . Pennsylvania Hospital: John Flem ming, aged 43 years, residing at No. 2.'!: J South Front street, .njured internally by fall ing on the sidewalk. A meeting of citizens was held at Market and Merrick streets, on Saturday evening, when a resolution protesting against the erec tion of the new public buildings on Indepen dence Square was adopted. At a late hour on Saturday night a little girl, aged twelve years, a niece of Mr. Morris, a grocer at the N. W. corner of Tenth and Shippen streets, was severely burned by her clothing taking fire from a gas burner in a dining-room. The Finance Committee of Councils held a meeting on Saturday afternoon and agreed to report to Councils next Thursday an ordi nance appropriating $150,01)0 to the commis sioners for the erection of publio buildings on Independence Square. The committee also agreed to a bill reorganizing the Board of Tort Wardens, making it a department of the city. Messrs. Johnson, Honszey, and Adaire, of the committee of the Legislature to co operate with the Council committee to make arrangements for a centennial anniversary and international exhibition in Philadelphia, were in the city on Saturday, and had a con ference with the committee of Councils. A form of memorial, to be sent to Congress, asking action and aid upon the part of that body, was adopted. At a late hour on Friday night the plumb ing and gas-fitting establishment of William Kelly, No. 18 N. Tenth street, was entered by thieves, who stole a quantity of silver-plated water-cocks valued at $10. They then took a roll of paper, and setting it on fire, threw it into a pile of paper in the corner, but the paper, being rolled np tightly, was only par tially destroyed, which, no doubt, prevented the place from being destroyed. Instead of the Mayor's special officers being required to report to the Lieutenants of Police as formerly, they are now nnder orders to report every morning to Chief Kelly, of the Deteotive force. 4 The specials are: First district, Charles Moore; Second, Charles llichard; Third, James Busk; Fourth, Edward Burns; Fifth, James Roberts; Sixth, Thomas Mereto; Seventh, C. John Kelley, of the Second district, and Dennis Mnllin, of tbe Thirteenth district, have been appointed special officers, and detailed for night duty at the detective office. Domeatle Affairs. Gold closed on Saturday at 119. Texas has ratified the fourteenth and fifteenth amendments. Two ladies have been appointed justices of the peace in Wyoming Territory. An influential party in Venezuela is moving in favor of annexation to the United States. The system of granting lands to railroad companies was discussed in the Senate on Saturday. An organization in San Francisco, for the purpose of exterminating tbe Chinese on or before St. Patrick's Day, Is reported. A large majority in favor of annexation to tbe United States is expected in St. Do mingo at the election shortly to be held. ' A difficulty has arisen between .the Gov ernment and the Legislative Counoil of New Brunswick, owing to the removal of an officer of the council. Secretary Boutwell is confident of being able to fund the debt in a year's time if Con gress passes a bill in accordance with his re commendations. An appropriation of two millions and a quarter for the Naval Construction Commit, tee will probably be agreed npon by the con ference committee. Immense damage has been done In the East, especially at Augusta, Me., by the storm which commenced on Friday and the freshets which succeeded it. Numerous anonymous letters and tele- Cms relative to the sale of cadetships are ng received by the House Military Com mittee, but no notice will be taken of such communications. In compliance with a request from the Mississippi Congressmen elect, the President will not sign the bill admitting the State until the measure removing the disabilities of a portion of the delegation has passed Con gress. On Saturday Secretary Fish was ap proached by several members of the press, in reference to the President's proclamation announcing the adoption of tho fifteenth amendment. He stated that the official noti fication of the adoption of the amendment by the Legislature of Nebraska had not yet been received at the State Department, but was expected to-morrow. The President would sign the bill admitting the State of Missis sippi on Wednesday or Thursday next, and if Congress at once admitted the Senators and members of the House elected from that State, that then there would be twenty-eight States (without New York, Texas, and Georgia) that have adopted the amendment, . and upon whioh no question can arise. The President would then issue the proclamation at once. Mr. Fish further stated that it was a great desire on the part of tbe President, that all the States should be in the Union at tbe time the proclamation is issued, but if this is iinpoBBiMe, he will not delay the pro. mulgation of the glad tidings throughout the land. A correspondent of the Chicago Tribune gives the following comical account of some recent occurrences in the Committee of Ways and Means: "Here is an instance of the wisdom of this right noble committee. 'For several years there has appeared on tbe tariff list an article called alkakange, and by the name it was supposed to be some powerful drug, and to it was uniformly at tached a high duty. Many times, when the puissant committee reached this word, it was suggested to reduce the duty, but straightway the high-tariff coommitteemen rose to their feet and denounced any attempt to inter fere with the protection of this valuable article. " 'Bedeuce the duty on alkakange?' said Mr. Kelley, 'and it is thus that the wages of tbe Ame-er-ek-e-an leaybcreur are to be re-de-euced ? Is an inde-e-eus-te-re-y to bo thus ruthlessly exposed to foreign ce-ompeti-tion? I oppose the ame-endment of this duty, and ceall enpon me brotheren.of the kemeitee to jeoin me. "Up rises Horace Maynard. " 'I move to raise the duties on alkakange from sixty to six hundred per cent.!' " 'Och ! Jsmithereens 1 bedad ! hullebeloo !' cries Dionysius Dennis O'McCarthy, of Syra cuse, speaking in tbe nicest Portuguese ac cent, 'is me heart's delight and the perride of me kentry, alkakange, to receive no pro tection ? Shades of blarney and Onondaga forbid it!' ' I am compelled,' says Schenck, 'to vote against any reduction of the time-honored duty on alkakange. At this time, in particu lar, it requires our most delicate nurturing : "Mr. Hooper puts his hand to his rearward coat-tail pocket, and says he: " 'Alkakange was recorded by James Otis. Samuel Adams, Cotton Mather, and Oakes Ames as worthy of the fostering care of the nation. "So they sent to New York for a first-class chemist and paid him mileage and per diem, and said he; "It s my belief that there s no such thinor in all the length and breadth of tbe pharma copoeia!' - "Here the high-tariff folks exhibited indi cations of collapse. "At last they raked out of the gulf of the Government printing office an ancient proof reader, and asked him to account for alkakange. "He put on three pairs of speotacles and a green shade over his eyes, and took np the printed list. "'Well!' he said, 'this beats natur and Gineral Jackson, in whose administration I was appointed. Gentlemen, nineteen years ago a lot of quads, quoins, leads, and old types, that we used to ballast the tariff forms with, riz np onexpected through the fat mat ter of tbe tariff list, and they accidentally speiied out tne word aimicangie. 1 sposo that you've bin a laying big duties on alka kangie ever since ! ' "The old proof-reader put his hands on bis hips, took off his spectacles, and laid down on the floor of the Ways and Means Committee, and laughed and rolled for the space of three-quarters of an hour. By the time he got np, Kelley had been round to the Government printing omce and got him discharged. "A special meeting of tbe committee was at once called, and Mr. Mcuartny rose: " 'I move ye, sur, that the article known as alkakange be put upon tne fraa list I " 'I object, says Horace Maynard; 'move to substitute 600 per cent.
