The committee, in conclusion, say that "we desire to repeat that immediate action on tho part of Councils looking to the collection of tuxes Is imperative, as It is the height of folly to levy a tax only sufficient for the expenses of the city and then to be forced to report at the close of the year that from 750,000 to $1,200, 000 of the amount levied in still due, and the greater portion thereof uneollootable. Measures must be adopted to secure the collection ot the amounts now outstanding and the amount to be levied, or else tho levy about to bo mado must be made with sufficient margin to cover the possible non-collection of 1,250,000 of the taxes f 1870. If neither tho one nor tho other of these plans is adopted, wo will be compelled to fund at the rate of moro thn 1,000,000 per annum for current expenses, the inevitable re sult of which is utter bankruptcy, and that in no very distant future."
