Tho Mub-Comniitteo on tho Ninth Consul,
ia considering at tho outset tho question of
rcpreHcntation and population, discovered
that tho amendments to tho Constitution
greatly multiplied tho difficulties of Rcoiiriiig
a perfect bnsia upon which to regulato tho
number of representatives in tho lower houso
of Congress. Another feature in the ques
tion was tho conflicting clausos of tho btalo
constitutions. In view of these facts General
Garfield during tho past summer spent much
time in compiling a digest containing tho
provisions of the national and State constitu
tions and laws relating to tho right of suf
frage. Having completod his work, ho sub
mitted tho proofs of that portion roluting to
the States to thoir respective Governors for
revision and correction. From all except two
La received replies. A resume of this very
interesting document presents the folio wing:

constitutional law, it is a singular fact that

quired as an indispensable preliminary at first
