The following is tho complete report of tho committee appointed by Secretary Boutwcll to investigate the Government bond purchases for 'sinking fund aud epeelal account, etc.: Tkeabuiiy Okpaktmunt, Nov.D, 180'J. Sir: We have received your communication of the 1st Inst., appointing us to examine the bonds purchased by the Government for the slnklug fund, nnd also Kpuelally purchased to await tho action of Congress in relation thereto, and have carried out your instructions to ascertain the UiCUi-i yuivLwcd lvi huUt vUoo, Uiu dis THE DAILY EVENING position made thereof, how they nre-soenred and stamped, and if they are sufficiently des ignated to distinguish each class from tho other, and from all other bonds, and to prevent their rcissne, as well as any other facts respect ing said bonds and the safe kocplng thereof w hlch we may deem of Importance. We called npon the Treasurer of the United States, In whose custody they arc, to exhibit to us the bonds referred to in your communication, with a schedule of tho same classified by their re spective issues and denominations. On personal inspection and count wo fonnd In the custody of the Treasurer bonds of the United 8tates regis tered in the name of and payable to the Secretary of the Treasury lu trust for tho United States, amounting in the aggregate to seventeen millions eight hundred and forty-four thousand and five hundred dollars, designated as belonging to tho sinking fund by the words "sinking fund" distinct ly impressed In red upon tho face of each bond. We also found in the custody of the Treasurer other like bonds amounting In the aggregate to forty-five million dollars, registered in the name of and payable to the Secretary of the Treasury in trust lor tne united states, wuieu nru iuo bonds designated as specially purchased. Tho total amount of the bonds belonging to both classes, examined and counted, is $03,814,500, and they nre of the several Issues annexed. After having verified the account of tho bonds so held by tho Treasurer by personal cxamlna tion and count of the same, we compared the sche dules with the records of tho issue of tho bonds in the loan branch of (he Secretary's office, and with those in the office of tho Register of tho Treasury, and found each to agree with the others and with our actual couut. Tho words "sinking fund" impressed npon the bonds belonging to that fund are sufficient to distinguish them from the bonds specially pur chased; and in our judgment the form in which all the bonds are registered In the name of the Secretary in trust for the United States Is suffi cient to protect the Government from any lia bility of loss by their destruction or reissue. The bonis examined and counted Include the pur chases made prior to the 1st inst. Very respect fully, your obedient servants, "W.m. A. Riciiakdhon, Assistant Secretary. R. W. Taylor.
