Mapkip, Oct. 14. The Epoca of to-day pub lishcs a synopsis of the reply made by Minister Silvcla to Sickles' note. Silvela sav's reasons dictated by national dignity prevents the ao' ccptance of foreign mediation in domestic af fairs. The intimations made by Sickles are re ceived with the goodwill which one nation owes to another with which it is bound by tho ties of amity, it is presumed tuat me American Gov. flrnnuint fin IV rin 1 1 cr.rin tho atrnirrrln in Cuba of its sanguinary character. The Wash ington Cabinet is urged to impede the departure of supplies to the insurgents, who prevent the ppnniRii uovernment irom carrying out a pol in Cuba in harmony with that at home. Silvela maintains that the insurgents of Cuba are in the the minority, and by no means belong to the wealthiest and most influential classes. The Jipoca mentions the conferences between Senor Silvcla and General Sickles, iu which the former urged the release of the Spanish gun boats building in the United States, protesting that they were only to be used to protect the shores of Cuba against expeditions in aid of the insurgents irom loreign countries. The Government was disposed to employ every means to promote the interests of the colony of rorto iuco. CITY COUNCILS. These bodies held their regular stated meeting yesieruav ancrnoon. Select Branch. Mr. Stokley, who has never once been absent from his seat iu the chair, sat in it yesterday. The usual batch of petitions, most of them pri vate ones, was presented and referred. The signers asked for various matters in the way of paving, graaing, ana sunary iacuities in the way of gas and water. They were all referred to the various committees, whose names are duly dis. trimiteu on priiuea carus. A magniticentiy engrossed petition was re. ceived from Mr. J. E. Adamson. This gentle. man, in the biggest isort of public spirit, asks permission to lay a track from the big ware houses in Market street, above Thirteenth, to croi.s j ones street. As a mntter 01 necessary lorni this was re- lcrred to the Committee on Railroads. Mr. Pox offered a resolution. It authorizes the Second Street PaBsenger Bailroad and Presi dent Binder to extend tho tracks, of the road north of Berks street, to make connection 011 Dauphin street. As this was a measure of decided public im portance, it was passed without debate. An appropriation of $440, to pay for autho rized carriage hire on the part of various muni cipal functionaries, was passed without dissent. A lurthcr appropriation to tlio Water Depart. mem was the subject ol the bill now introduced by Mr. llodgdon, ol the highih ward. Without the lorniulity of a reading the bill was relerrcd. " An ordinance to pay $:TlX for the recent alter ntioiis in Select Council Chamber was passed. I hero was no debate upon the subject. Tho frescoing and kindred Ilmninery told eloquently for Itself. The Special Cenimitte.o on Highways mado a report. To them had been referred an ordi nance to tax every vehicle iu tho eity, the re venue accruing therefrom to liu'dovotcrt to the general improvement of incorrigible highway und contumacious gutters. The committee who had had the bill under consideration reported it Imx'W with, tbr very Ftrnngcst kind of an ailirma rive tecomuieuilation. li. Pluuily roe, made a speech, aud again seated himself. Ho moved to indefinitely post pone. Ills motion was carried without dissent. Uommon t;onncu bill relative to the con struction of the inlets located formally by the Chief Engineer and Surveyor was now presented with an amendment. This amendment provided that but ttiOOO shall be expended on the matter. This amendment carried very handsomely, and the bill as serenely passed. Somebody caused, at this point, tho introduc tion of an ordinance permitting the establish ment of an aristocratic line of high-toned om nibuses, to bo run upon Broad street. The pro jectors have spent a good deal of money in ex perimenting upon the kind of vehicles most suited to the purpose. The matter remains in nbeyance. An ordinance creating a loan of 000,000 was introduced by Mr. Cattell. He proposes to dis tribute the money as thus: $!W,000 to reclaim the bills of the assessors, made out against the property ironting on uroaa street, in wnicu is laid the Nicolson pavement; tOa.'OO for the completion of the contract now held by Messrs. Jenkins fc Taylor, by which thc Nicolson pave ment will be extended trom its southern terminus at Coates street to Willow; $4:H),000 for an im proved carriage-way in Broad street, fromWillow street 10 itcca. (The assessment bills, it seems, were received as collaterals to secure payment for their work by Jenkins A Taylor, the contractors. A recent decision 01 tne Supremo Court, it seems to be understood, has rendered invalid the terms of agreement, as verified by tho agreements in ques tion. The purport of this action is to indemnify these parties against pecuniary loss. Ur.p.) The ordinance, after serious consideration. was referred to tho Committee on Highways. A resolution instructing Chief Kngmeor Dow ney to inquire into recent irregularities of dis cipline committed by tho Humano, Northern Liberty, and No. 14 Hose Companies, in running their vehicles upon the sidewalks, was duly re- ierreu to 1110 appropriate committee.
