The "rood olliees" of the I'nited States have been tendered, as they can always be employed, be tween parties, "one of whom is not acknow ledged by the other, without the implication of any recognition of nationality, or even of belli gerency. The tender of ,';ood oilices was super induced by certain parties who had visited the Spanish capital in order to clfeet an accommo dation. They represented to this Government that tliey had had Interviews with some of the most inilveutial statesmen and soldiers of tlie Re gency, who were f ivorabie to the proposed plan of adjustment, which contemplated the payment by tlie Cubans of the estimated value ol public buildings, lorti ticat ions, etc.. and tho abolition of slavery in the island. While there seemed to be an earnest and honest disposition to acqui esce in such an arrangement. U was suuirested tha the Cuban must lay do wn their arms be fore negotiations could be commenced. But to this preliminary the Cubans promptly refused to indent; lor in such an event they would be at the mercy of the Spaniard.-, without a guarantee of securing their object, namely, their national independence. Rendered powerless by the sur render of their means of defense, their only alternative would be submission. liesldes, some of those who. it was represented, favored the plan, did not feel at liberty to openly advocate the surrender of Cuba, as in their opi nion it would bo an admi.-sion that the Spanish (Jovcrnnietit was not sudieictitly strong to deal with its rebellious subjects, ami that such sur render would also serve to complicate the trou bles already existing in Spain. The note of Minister .Sickles, tendering the good olliees of I lie I'nited States, was courteous in iU terms, with due respect to Spanish pride. It gave no offense, contrary to assertions to that effect both iu Europe and the I'nited States. Nor is it true that the Spanish io eminent sought to influence foreign powers iu its behalf for the retention of Cuba. The reply of the Spanish flovcrnmont to the note of Minister Sickles was equally courteous. While it was deemed impolitic to cutei tain the proposition for parting with the island of Cuba on the terms suggested, the liegeney, neverthe less, expressed its thanks to the United States for the tender of their friendly oilices. The tender having been declined, tlie'uole was with drawn in conformity with diplomatic usage. The question, as a consequence, now stands exactly as it did before the offer was made, leaving notiiiklnd feeling between the tivo coun tries, and nothing to regret on either side. Thus the sympathy of the administration was manifested, not in assisting the Cubans by facili tating reinforcements of troops and supplies of1 arms for this would have been violative of treaty obligations with Spain but in a way jus tified by the law of nations, and iu the interests of peace. This Government, notwithstanding the rejection of the tender of good oilices, would, doubtless, renew it at a future time should circumstances justify the repetition. It will, meantime, pursue the course already indicated, namely, enforce the Neutrality laws and hold itself in readiness to servo the cause of Cuban independence iu swell manner as may uot violato the treaty obligations. But it will not allow itself to be drawn into complications with Spaiu or any Cther European power, preferring to follow the pathB tf Peace, as affording the best moans of nccomplfsuin a11 the cuds de sirable in republics, and assisting 'those who struggle for independence.
