It is ascertained that the various propositions for the settlement of tho Cuban question, heretofore alluded to in these despatches, have been carefully considered , by the State Department, and finally abandoned us impracticable, on account of the dissatisfac tion amonir the Cuban leaders. There remain now pending only the original propositions for the sale of tho island to the Cubans, which Spain at first declined to entertain, but was again asked for a final answer. It 18 well known, however, in advance, that tho Spanish authori ties will return tho proposition with a decided npirutive reply to treat upon such a basis. Some apprehensions are felt hero that tho steadily crowing excitement among tho Spaniards, and the alleged plottinga of Brim in Paris, are sure jnHiraMons of stronir ill-will against tho policy of the United States on the Cuban question, and will, most likely, lead to grave complications between this country and the Spaniards, uud perhaps with other European powers.
