revenue ollicers within a few days. Two luiti

The following persons were admitted to the
Pennsylvania Hospital yesterday: William
Smith, aged twenty-eight years, residing in Sey
he.rt street, compound fracture of the leg, caused
by being caught in some mu hinery at the Navy
Yard. Mary Kagan, aged twenty-two years, arm
fractured while at work in the basement of tlie
Continental Hotel. Philip McMalion, aged four
teen years, rc.-iding at No I'.i'.t Pearl street, leg
fractured by being run over by a locomotive on

The steamer Havana, of "the Nashville
Packet Company, was burned to the water's edge
yesterday, on the river, twelve miles below

A train on tlie South Side Kailroad, near
Petersburg. Va., was thrown from the track,
and the conductor, K. G. Hobson. and a col
ored elcrgvmau, the Uev. Win. Myers, were
killed.
Win. Fitllerton. being unsuccessful in
searching for employment in Boston yesterday,
spent his last nioney'in the purchase of a load
ed pistol, with which he shot and fatally
wounded himself.
Two deputy wardens of the Baltimore City
Prison, Carr and Wilson, have re. igned their
positions in consequence of an investigation
into the causes of the escape of liollinati and
liis party a lew day ago.
George Long and a man named Simpson
were arrested at Ballstou Spa, N. Y., yesterday,
for burglary at Bacheldorville. N. Y. They had
with them"a satchel lull of silverware. Long,
w ho is an escaped convict, shot the sheriff in tlie
Lead, and was in turn shot through the leg.

Yesterday, Colonel i'alacios. late Governor

The steamer Liberty, from Baltimore, arrived
at Havana yesterday at noon.
A general conscription of all males between
!i0 and 5!) years of age has been ordered by the
Governor of Santo Espiritu, Cuba.
Austria will not reduce her army.
The Carlists iil Spain continue to light and
be defeated.
The Orangemen of Dublin denounce dis
establishment. Marshal McMalion will probably succeed the
late Marshal Niel as Minister of War.
Napoleon is ill, and tlie troops at the Camp
ef Chalons were reviewed by tho Prince Imperial.
It is said that two American prelates, held
for three years in Abyssinia, have been released
by the Intercession of the British Government.
The ship Bazaar, from Liverpool for New
York, collided at sea with the ship Sandusky,
from New York for Liverpool. Both were

The miners of Shelliehl have struck, and
T.nto.riiav attacked the houses of the non-union
ists, sacking several residences. The police
char'cd on and dispersed the mob.

Mr. A. C. Cameron, of Illinois, the associate
In business of tbe late Mr. Svlvis, delivered a
touching eulogy of the deceased.
On motion of Mr. Trevellick. of Mielngan,
the eulogy was adopted as tlie voice of the Con
gress. President Luckcr then, at half-pat o'clock,
read the annual report, part of wliic h bad been
prepared by the late President, Win. II. Svlvis.
Ihe document was very lengthy.
On motion, it was referred io a committee of
five, with instructions to print live hundred
copies to bo distributed among the various com
mittees. The Committee on Credentials then made a
lull and additional report.
Tbe report stated, among other tilings, that
they had received credentials from the Political
Commonwealth of the Kcpuhlic. and that they
knew of no siieh organization. W illiam West
arose and saiil that he presented l!io-e creden
tials. The association was a labor organization
tiat proposed to perforin, by political means,
the same objeel- that the Congress had in view.
They proposed, w hen an employer rcluscd to
make an advance in wages, or a redaction ol the
hours of labor, that the Stale should employ
such workman: in other words, to make the
Mate the employer atul the workiiigiuan the
Slate.

The credentials ol Miss Susan li. Anthony
having been is.-ued by an association not recog
uizi d as a labor organization, it was asked that
the committee be relieved irom their fttrlher
consideration, and that Mi.-s Anthony be ad

gate. Mr. K. Wal-h. of New York, under instruc
tions from the Typographical I'liion. No. li. id
New York, protested ag:iiiist her admission, lie
said the lady is the proprietress of the paper

Amid considerable confusion, the motion was

A motion to adjourn was made and carried.
Miss Anthony then addressed tlic body, stating
that the girls employed in the ollice of the lii iyi
I'libm are paid forty cents per thousand ems, but
in the Independent offices they were paid but
thirty or thirty-live cents. L'nion No. (', should
remember that the head woman of the Women's
Typographical L'nion No. 1 had been working a
long time in the ollice of the. paper for 40 cents
per thousand cms. and no objection had been
made. She then gave a sketch of her services
in establishing schools lor ihe eil'.K'itUvu of girls
in type-setting, and :i-.erUd that the soi'leiy
which she represented was a labor a--oeiatiou,
and said that it the congress dared to stand by
the resolution tabling the resolution admitting
her to its deliberations, that it would be far horn
well for their reputation.

Yesterday the iSchuylkill Navigation Coinpanv
opened several of their dams alomr the Sehuvf
kill. thus trivin a temporary supply of water,
which, with the assistance ol the Kensington
works, which have heen put into motion, will
afford relief for several days to come. As con
siderahle comment has heen indulged in with
reference to the riirlit of the Navioation Com
pany to the water of the Schuylkill, we here
produce that portion of the charter of til is cor
poration hearing upon thai suhject:
"The uaid the Mayor, Aldermen, and citizens
of Philadelphia, aiul their .successors, bhall
henceforward and forever have, hold, take, use,
and enjoy the whole water and water power of
the river Schuylkill at Faii'iuoiint. that shall
remain alter drawing oil Irom the dam there
erected so much as mav he necessary for the
purpose of the nainatiou of the said river, canal
.Hid locks, without anv restriction or other rescr-
ition whatever."
'It hcinir. nevertheless, the true intent and
meanino- ot uie party to tlie.-e presents, that the
aid the -Mayor, Aldermen, and citt.ens of l'hila-
lelpliia shall only have such Use of the said
water, as with the use thereof lor the purpose
of the navigation aforesaid will not reduce it
lielow the surface or top of the said dain, or keep
it so reduced."
'And it is also further agreed hy tlie parties
to these presents, that should it at anv time
happen that the water should he drawn oft helow
the top or the surface ol the uani.it shall lie
lawlul for the said president, managers, and
ompunv to fasten up the uatesor openings used
hv the said Mavor. Aldermen, and citizens of
Philadelphia, to draw oil the water.and keep the
une Installed until the water shall lie raised as
hi"h as the top or Ririace of the dam."
The Navigation Company, under its charter
from the Slate of Pennsylvania, has no ritht to
sell to the citv of Philadelphia, or any one else,
my water power which would obstruct its navi-
;alion, as will lie seen irom a clause selling
forth that all such sales are subject to this re
striction, viz.:
Provided it be so done that it shall not at any
time impede or interrupt the navigation, and
snail apply ine moneys arising irom uie saie in
the water-power to uie improvement oi uie
navigation, or repairing any damages that the
dams, or locks may have sustained.

pressure of a tcreat public necessity, hut they
have repeatedly been violated heretofore, as
