A terrible disaster occurred this morning on the I'.rio Kailwny. Th'e following are the particulars: The disaster occurred at Mouut ilopo depot, twenty-nine miles from Tort Jar vis, and is believed to have been .caused by the mis placement of the spur switch. Train Mo. a rati into engine No. 27.", at tached to the first express train. The engine of No. .' was thrown from the track. The cars piled upon the engine and immediately took lire. All but the last three coaches of the train were destroyed. In tho smoking car were a number of emigrants going West, four of whom were instantly killed. Three of tho .bodies were consumed by lire. . The Kev. l'.eujamin J?. Halleck, of No. !:.'! E. Fourteenth street, was in the smoking car, and was burned to death. It is mil-prising, from tho nature of tho ac cident, that ho few passengers were injured. The number of wounded is reported by telo grtiph, to the Erie Railway ollicors, as not more than three or four. Of these, Erastus Wheaton was slightly injured in one of his feet, nnd Ihmicl Jiaur was burned and jammed in tho wreck. Tho father of tho hitter was burned to death. The engine of No. '5 was almost entiroly destroyed by fire. One mail, one express, one baggage, two day coaches, and ono sleep ing ear were entiroly destroyed. Tho olli?ers .of the road and the citizens of Mount Hope im mediately turned out, and set to work extri cating tho passengers, removing tho injured, end searching lor the bodies of the dead. I art of the mails were burned, including tho through, wny, and registered mails. Out of l."0 pieces of baggage only 11 were saved. The remainder were destroyed by fire or ground up in tho vvrock. The messenger succeeded in saving tho safe from tho express car, which is all of its contonts that could be got out. Information of the accident was immedi ately telegraphed to tho ollicers of the Erie Railway in this city. The latter gi--e orders to have a train made up without delay to convey surgeons to tho sceno of tho disaster, and bIko to take every nrticlo that might be required to alleviate tho sufferings of the .injured. This was done, and at last accounts tho injured were reported to bo doing well. A rigid investigation into tho cause of the accident will bo begun at once by the officers of the road, and if it shall be found that it was caused, as it is reported, by a misplaced switch, the cuilty person or persons will be held to a strict accountability. Tho wreck was entirely cleared by nine o'clock this morning, and trains are now running regu larly. ANOTHER ACCOTNT. One of tho passengers gives tho following account of the disaster: Left New York at G'llO P. M., and took a berth in the slooping car next to tho rear car. There were four Bleeping and five othor cars in the train. At 1145 he was awakened by jorking motion, nnd found the speed was slacking, but did not feel apprehensive of going off tho track. In quiring what was the matter, he was told tho engine had run into a freight train. Ho got tip and went out, and found the flames burst ing out of Mount Hope station-house, and the baggage-cars next to tho locomotive were also on fire. He found that a freight train which should have been waiting on a siding on the left of the road this side of the station, and started on before the arrival of the express, had the engine of tho former had not reached tho main track when it was struck by the locomo tive of the express train, which was running at the rate of forty miles an hour. The en gine of the freight train was standing on a frog, and was so firmly fixed that it was not misplaced. The engine of the express train struck the station house, to which it set fire, and then turned round and wont off the track headed east, and the tender went to the right headed west. The express car went down a bill towards the river; tho first passenger car telescoped into the baggage car, and tho whole train was burned, the three sleeping cars only excepted. Only a dozen pieces of baggage were saved. ' The freight engine stood locked into the passenger engine, and, after a vain effort to extinguish the flames with water carried from the river, the passengers moved the freight cars, east. Two cars were moved at a time, many of them loaded with oil. At 1'!0 A.M. there was no engine at the sceno of the acci dent, and some of the passengers were suffer ing terribly from wounds, and others were - past all pain. At 0 A. M. nine dead bodies could be counted. Rome distressing scenes of suffering occurred, and there were some remarkable escapes. The engineer of the ex press train stood bravely at his post, and turned over several times with his engine, but fortunately escaped injury. The Kev. Mr. Ilalleck told his brother-in-law he was not hurt at all, but was wedged in. His fellow-passenL'ers used efforts .to save him, but he died a slow, agonizing death in the presence of sympathizing friends, who were unable to help him. A young Gorman said his father was burned, and when tho ruins of the smoking car were removed, ho rocoguized tho remains of his father by his watch. Sir: I have tho honor to ask voir attention to tho subtest of the tranH.itl.iiii.io telegraphic connection, which it is unjjr stood is expected to bo initio between the J.iiipiro of Franco and tho shores of tho United KtafcR, by means of a cable, to bo 1 u 1 tinder tho auspices and in tho proprietorship of a British private corporation, and tinier authority of a concession from tho Govern ment of France. Tho project of this enterprise embraoos a connection direct from tho coast of Franco to tho island of St. Pierre, and thence to a point on tho Atlantic coast of tho United States. It is only, of course, in rospoct to this last division of the projected cablo connection be tween tho territory of Franco and of tho United Slates that lhavo occasion to ask your atten tion to the views of this Government as to its authority and duty in the premises. It is not doubted by this Government that tho complete control of tho wholo subject, both of the permission and tho regulation of this mode of foreign intercourse, is with the Government of the United States, and that, however suitable certain legislation on tho part of a State of the Union may become, in respect of its proprietary fights, in aid of such enterprises, tho entire question of the allowance or prohibition of such means of foreign intercourse, commercial and political, and the terms and conditions of its allowance, is under tho control of the Government of tho United States. As the projectors of the enterprise now in progress have not received or awaitod tho permission of this Government, either to tho establishment of this telegraphic connection, or to its use for such intercourse with tho const of France, I have thought it proper to call tho attention of tho diplomatic represen tatives of the two powers under whoso authori ty the private rights involved have been ac quired, to the position and authority of this Government on the subject. In thus distinctly notifying you that in tho absence of the assent to or concurrence in tho proposed telegraphic connection of tho Gov ernment of the United States, the proceedings of tho parties interested must bo taken in submission to tho authority of tho Govern ment in tho premises, I am actuated as well by a desire that these private interests should not suffer unnecessary disappointment, as by tho purpose to place beforo yon tho authority of the United States on tho general subject iu its proper light. Tho policy of this Government in respect to the allowance and regulation of foreign telegraphic intercourse received very delibe rate consideration "from Congress, during its session of last winter; and a bill, covering the whole subject, was sustained and passed in the Senate, but at so late a day of tho session as to have failed to bo reached iu tho House of representatives. It is quite probable that this bill announces tho policy and purpose of Congress, and tho propriety of its provisions can hardly fail to secure assent. I, therefore,beg to call your attention to the enclosed copy of tho bill as probable evidence of what conditions of permission and of regu lation of foreign telegraphic intercourse are to be insisted upon by the United States.
