The excitement here about the Alabama difficulty Is dying out, and I am Ria l of it, for now I hope that an era of (rood feeling will Set In, and that the iiotlons at Issuowlll be dls cuasod In a (liHpasHlonatc manner, with a view to an early arttlenicnt. With regard to our International relations, I think that Americans are systematically unjust to us. You cite tho Alabama as evidence of the rule of our conduct during your civil war, and take no note of the other ships which our Govern ment stopped, and that, too, by an Illegal stretch of power, for which In no caHO they were adjudged to pay damages. If ever we go to war, which Providence forbid, and your Govern ment preserves a neutrality us faithfully us did oura, we shall be perfectly satisfied. IT you let an Alabama or two escape, we shall forgive you. We wish no better measure than we gave. A large portion of our people posHibly a majority sympathized with the South ; but why shouldn't they? When we were at war with Russia, a great portion of your people sympathized with Russia, and wc dlu not complain. Why should wc7 The way In which the public take sides In fights outside their borders means little or nothing beyond caprice. The weakest side and the pluckiest has usually the mom backers. When Prus sia and Austria attacked Denmark, the majority of our people Bided with Denmark because It was the weakest, though Denmark wa.H quite In the wrong. But neither Austria nor PriiMia complained of the direction of our sympathies, or felt tho least ag grieved at onr folly. Then, too, why does Mr. Sumner exhaust all his Indignation on linglaud, and forget Prance, which was anxious to acknowledge the Confederacy, and only held back because we refused to move? I feur you think far too much of Kugland, and lay far too much stress on our criticism. I wish you could feel as Indifferent to our criticism as we do to yours. Why, your newspapers and politicians are always snapping at us, and wo only laugh I lYou laughed on the other side of your month over Sumner's speech, and the rejection of lleverdy Johnson's treaty. One reason, 1 Imagine, of your Inability to get on with us, Is our similarity In characters. Our differences appear to have a family acrimony and Intensity. Before the war we did not get on a whli better than we do now. and were the Alabama out of the way, I have not the least doubt your politi cians would discover a new bone of contention. I therefore earnestly desire that your German Immi gration may Increase, and the Irish diminish. A large Infusion of German blood would do wonders in softening the family bitterness. Then, too, I look for a great change when your Atlantic population is balanced by that on the Pacific, and you begin to think of Old England much as we do of Holland. To time alone, Indeed, I look for the improvement or our relations. Your Jealousy and antipathy are not to be removed by the mere removal of pretexts ; the spirit never wants pretexts, and finds one as easily In a pin-head as In a mountain. You see I write unreservedly and, I would have you understand, simply in a political sense. For Americans personally I have the strongest liking; Indeed, some of the sweetest natures I have ever known have come from your side of the ocean. I like much to hear them talk about England, and South erners appear to treat us quite as bad as Northern ers. If we are responsible for the Alabama, tho South shows no sense of our favors; and I fancy if you set about fighting us, South C'arollua would be quite as eager for the fray as Massachusetts. No ; the truth is, it Is out of our power to please yon. It la our very existence that is your offense, and clearly recognizing the fact does much to promote our equanimity. I never read an American criticism on our Internal politics that is not touched more or less with absur dity ; and the same is true of French criticism, and, Indeed, of all foreign criticism. And so I am ready to believe that our views of your great civil war are equally at fault. And that being the case, you should try to excuse our blunders by saying, "They really cannot see.'' Mr. J. T. Donnelly's benefit will take place next Wednesday at the Arch Street Theatre. Miss Susan mlton and her troupe will appear in the operettas of Eanchette and Les Deux A veugles ; Mr. Craig will give funny imitations of celebrated actors in his lively little piece entitled Imvs Made, by Mimicry, and Messrs. Frank Morun and E. X. rflocum will enliven the en tertainment with some Ethiopian eccentricities.
