THE DAILT EVENING TELEGRAPH PHILADELPHIA, THURSDAY, JUNE 10, 1869. 5 W U W.Y ) It K 1 8MB. From Our Own Correspondent, Niw York, Jane 10, 186. The new order of Superintendent Kennedy wUh respect to the removal of sick and wounded prison cm to the hospital has been productive of (Treat dls gnst. That order provided that all such persons should In no case be sent to a hospital except by commitment of a magistrate. In consequence of this regulation, which many of tho oldest police captains saw great dllllcnltles In the way of render lng feasible, a young and Interesting girl of only seventeen has come to death's door. Sho was ar rested on Tuesday evening on a charge of petit lar ceny, and was locked up in one of the station-house cells. Soon after covulslons set in, and one of the police Burgeons of tho district being called in, he pronounced tho case hopeless unless tho girl eould that night bo removed to a hospital. Under ordinary circumstances, and as matters have hitherto been arranged, she would have been taken thither Immediately. Hut under tho new dispensation, a magistrate's commitment was Imperative. At that hour no magistrate could bo found. The Superin tendent himself was telegraphed to, but, llko his own wits, sometimes, ho was "not at homo." At last the Inspector, who did not believe it Is always best to obey orders If you do break owners, took It upon himself to contravene Kennedy's last bull, and give himself a dispensation In favor of the pretty little female thief, who was by this tirao writhing as If from the worst phase of epilepsy. Tho delay was two hours aud a half, and Kennedy may feel glad If there It) no death's shadow to darken his Imperial doors. A large portion of U rail's opera bonffe troupe sailed yesterday ; the last Instalment Will sail on Saturday. Itose Boll likes the country so well that she will re main for a year or two longer. Not In this city, how ever. She will shortly proceed to New Orleans, where the climate agrees with her better, and where It is to be hoped she will grow fat, belle and roup. The police department of the New City Ilall, for which $10,000 were recently voted, Ls the deadest failure out. The cells are complete oubliettes, and It ls now proposed to render them more stilling still by the substitution of close Iron doors for gratings. The Recorder's Court Is not provided with means for suf ficient light and ventilation, although as far as mere extent goes It does Well enough. In fact, New Yorkers have lltMo to boast of In the so-called mag nificent New Court House. It is a temple of magnlll cent Jobbery, that's alL At length it has come. There has been a suicide In Central Park. Yesterday morning the keeper found the body of an unknown man suspended from a tree la an obscure corner of the grounds. At any rate, the poor wretch had regard enough for the feel ings of society to do that Hut the next thing will be Paris Green on the summit. In the very middle of a circle of carriages, and after that, ls it too much to fear that the Park will be become a fashionable place for self-murder, or that a magnlllcent new Morgue will be run up in close Juxtaposition to the Mall ? I made mention the other day of the new building that the Young Men's Christian Association of this city were running up. They have not, hitherto, been quite so successful In their enterprise as was at first supposed, although they claim that the value of the real estate has greatly Increased since the pur chase was first made. The entire cost of the new building, including cost of lots, is estimated at 145,000. Of this, 1267,000 have already been sub f crlbed. The funded debt contemplated In erecting the building, and to be paid by sinking fund, to which a portion of the rental of stores is to be 4,sacredly" devoted, amounts to $150,000. It will thus be seen that about $70,000 remalus to be raised, and the association is now seeking to fan the flame In the breaata of its young members by issuing to them circulars and subscription books, and appeal ing to them in touching terms to co-operate. But the Y. M. C. A. of this city Is not exactly composed of young St Pauls, any more-thau id that of Phila delphia. Permit me to be good-naturedly scandalous for a couple of brief paragraphs about tlint large class of feminine feuilUtonistes that ls not the exact term, but It will answer for one of generalization who earn their bread and butter by their ink and pen. Some dozen of these literary Lorelcls Infest the oillces of the Sunday and weekly papers, and offer all sort of manuscript at all sorts of prices, and some at no price at all. I have their names at my fingers' ends, but I would not mention them for the world. As a rule, they can make their way with a much bet ter grace than their masculine rivals; for though the pen is mightier than the sword, we are nowhere told that it is mightier than the tomjue. And when both pen and tongue are combined, and by a woman, it is fair to conclude that the result is irresistible. At least the editors of the Sunday and weekly papers too often find It so. Some of Penelopes of the Pen are undlstingulshable from ladles. They talk like ladies ; they look like ladles ; they act like ladies; they are ladles. Others are a little ambiguous. One rather vague-looking virgin who writes in vio let ink, and does a good deal of flitting from olUee to oltlce, would be Infinitely less reprehensible if she left off that wonderful pair of dirty yellow kid gloves, buttonless, and an inch too long, and which I am convinced she permits to carry her about with them, as a sort of talisman or charm. She sports yellow roses in a round hat, and when a manuscript ls handed back to her with a few words of graceful declination, replies, "Oh, don't want any sweetening down," and flouts out of the presence. So likewise the authoress of "Ooeth Down as a Weed" would be charming if she were not alarming. She terrifies editors iut9 accepting her articles, and this capa bility of inspiring terror is tho only quality that eaves her from being commonplace. She is only half like a human being, for she ls "fearfully," not "wonderfully" made. Her writings are as mild as milk well Crotonlzed, and she herself ls as terrible as an enraged nnlcorn. I never saw an editor that was not afraid of her. They hide be hind doors, and send word by trembling office-boys that they are out, whenever she puts.ln an appear ance. Her voice ls very deep. She would make a good basso. She writes tolerably bad poetry, and gets more notices than any other female wrltlst. In sweet contrast to her is a husky-voiced sylph, or Blbyl, which you will, who has a mysterious passion for India-inking eyes to that extent that they look as if they were due to more muscular causes. Her forte ls to plead, to flatter, to persuade, and to trot off in ayren-llke triumph. These, ami the class of women they represent, are all New Yorklsms of the first water; but no more of them at present. But let me finish up with what I have to say about women with the remark that Miss Dickinson ls get ting herself Into dreadful odor with the Sorosls and all the Btrong-mlnded who divide their allegiance between Delmonlco's and duty, out-spoken truth and in-swallowed tea. It ls alleged that that young ladv has made engagement after engagement to "speak," and that when the time came, where was she? Echo and Anthony answer, where? The mailer Sorosls lights flame out spitefully whenever Jiur name ls mentioned, and there are very long and Veiy significant shakings of the head when her forthcoming tour to California is aaverieu 10.
