Has this unfortunate person no friend-ii- Will nobody step forward to save him from himself : Cannot the beautiful and gifted Mrs. Sprague, who in New York attempted to carry the Demo cratic Convention of July for her father, and who came near doing it, too, canuot the take this irrepressible Senator from Rhode Island in hand, and 6co to it that be washes no more of his soiled linea in the nation's sight? It was the old fashioned notion of our fathers no later ago than that to attach some honor to the Senatorial office) and though they sometimes filled it with weak or Incompetent men, they very seldom Indeed allowed it to be occuped by one who dis graced the nation by the foulness of his slanders and the coarseness of bis personal veuem. lu fact, only a generation or two before our fathers, time, there were ducking stools up there in New England for the punishment of public scolds and termagents, which, if they existed now, would be bod for tho Senator from Rhode Island when be returned home. Not only the State which sends her represen tative to the Senate, but the country itself, h alright to expect each a one shall at the very least regard the common decencies of life in his official speech and conduct; that he shall speak and act so as not to bring contempt upon the body of which he is a member, or to bring Into disrepute and ca-st ridicule upon the whole nation. The people care nothing about Senator Sprague's private quarrels, aud they are as capable of deciding whether he la the only honest man in the Senate m he is, and will determine the question quite independently of anything he may say. But they will not believe in bis honesty the sooner because he alleges all the rest are "thieves" or "puppy-dogs," and such like epithets. His calicoes will, however, still be bought just as freely as Brown & Ives, provided they will wash, and are sold as cheap; and we respectfully sug gest to this dealer la cottous, that neither the Senate chamber or the Congressional Globe lu the proper places In which to advertise his own goods or to cast discredit upon his rival-. ENGLAND AND CUBA. A Vahlb despatch published this morning gives us a rumor that the Brit'ah Government is about to adopt a decisive line of policy with re gard to Cuba, by rcognlzlng the Insurgent as belligerent, and assisting them in gaining their Independence. This report Is In all probability true so far as the concession of belligerent rights is concerned, although we doubt whether any assistance will be openly rendered to the Cubun revolutionists, but if there Is anything to be gained by it we may expect to see a new fleet of Alabama proceeding from British ports to prey upon Spanish com merce. The reasons for the adoption of tula line of policy by the BritUi Government are sufficiently evident. The popular sympathy which cicisU in this country for the Cubans is Well known, and the English wish, if possible, to be beforehand with us in securing a foothold on the Hand of Cubii, and, if possible, preventing it from fulling into . our bands. That they have any idea of obtaining possession of the Island themselves wc do not believe, as the same Uae of policy which forced the French to abandon Mexico and put an end to the Empire of Maxlmlliaa. would bo insisted upon with cvon greater energy la this case. The English, however, If they do not obtain Cuba for themselves, wish, by any moans, to prevent us from getting it. Under these circumstances, the United States Government should be on the alort to defeat any British movement of the kind euggosted, by promptly acceding belligerent rights to the Cuban patriots, and taking the nocoasary steps for the extension of American influence on tho Island. The Cubans already have the sympathies and moral support of a very large majority ui me puuiuu oi we united mates, and there is a prevalent feeling that tho time has nearly arrived for us to add Cuba to the States of Uie Union. At all events, it is our plain duty to defeat the machioations of the English Gov rrmcnt, and to prevent it from obtaining any biim whatever to dictate as to the future of Cuba. SPEOIAL.
