Assistant Attorney for the United States District
Court of Eastern Pennsylvania. The act pro

of 23 per cent, over the wages of last year. The
advance was requested of the employing brick

In consequence of the ulnive opinion, the Secretary
of the Navy sends the following circular letter to
cornniiiudittits of navv ynrds ami stations:
Navy Department, Washington, D. C, April 22.
1H! Sir: The act of Congress, unproved June 2ft,
lstis, constitutes eight hours u day's work for all
laborers, workmen, and mechanic's employed on
behalf of the 'Government. While llius establishing
the length of a day's w ork, Congress omitted to re
peal the net or July Hi, is;2, requiring the wages
ii employes in the navv yards to conform, us
nearly ns consistent with the public interest, with
those of private establishments iu tlie Immediate
vicinity of the yards. I'ntll these laws nre
repealed, the departments must abide by them. The
ilepiirliiicur has no authority to extend the hours of
labor by making more than eight hours a (lav's work.
but it lias the right to employ mechanics, workmen.
and laborers extra hours, and to pay them prorata
for extra labor. Where, therefore, necessity exists
for extra labor, you nre at liberty to exercise vour
discretion in the matter, so ns to nssist the working
classes, and id the same time do Justice to the Gov-

curred on the Long Island linilrond to the train
which left Hunter s Point nt half-past 10 o'clock.
The train ran off the track about a milo west of
Queens, the cause being a broken rail. In the
last car were fifteen passengers. The car wns
broken to splinters, nud eight passengers una a
brakesman were instantly killed. The follow
ing are the name of the killed, ns far as could
be ascertained: hnnnahan, railroad contractor;
Kusliinore, President of the Atlantic Bank,
Brooklyn: George Van Nostrnnd, brakesman;
nnd a child nnnicd Adams, whose parents arc
terribly injured, and cannot survive, several
otlicrs'are wounded, but it is Impossible to pro
cure their names yet. Ihe killed and wounded
were conveyed tb Mincolu and Jamaica, and
everything possible wns done to alleviate the
siitterinsrs ol the injured.
The following is n complete list of the casual
ties: Killed William C. Kushmore. President
of the Atlantic Bank, Brooklyn; Dr. Arestes M.
Pray, of Brooklyn; Mrs. Matilda K. Pray, of
Brooklyn, mother of Dr. Pray; George Van
Nostraiid. brakesman; P. C. Shanalian, railroad
contractor, of Newport, L. I.; Jennie Adams,
ten months old. Wounded Edwin Van Gos
bcek. of Iluboken; D. C. Craig, General Freight
Agent of Long Island Railroad: Mrs. Held, of
New York: Mrs. L. E. Moore, of Brooklyn; Mr.
E. Magnus nnd Mrs. Magnus, probably' fatally;
Ernest Maguus, four years old; George 'Smith, of
New York": John Byrne, of New York; Mr.
Adams .nnd wife, of New York. It is probable
that the wounded, with two or three exceptions,
will recover, their injuries not being of a vcrv

Sealed Proposals will be received at the office of
the Chief Commissioner of Highways until 18 o'clock
M., on MONDAY, the 8oth Instant, for the construc
tion of a Sewer on the line of Sergeant street, from
Tenth trect to a point fifty feet east of Eleveuth
street, three feet in diameter; on the line of Green
street, from the sewer on .Tenth street to the west
curb-line of Eleventh street, two feet six inches
In diameter; on the line of Callowhill street
from Broad street to Sixteenth street, three feet In
diameter ; on the line of Arch street, from Sixth to
Seventh street, three feet In diameter; on the line of
Thirty-fourth street, from Chesnut street to Market
street, three feet in diameter, with such man-holes
an may be directed by the Chief Engineer and Sur
veyor. The understanding to be that the contractor shall
take bills prepared against the property fronting on
said sewers to the amount of one dollar and Hfty
cents for each lineal foot of front on each side of the
street as so much cash paid ; the balauce, as limited
by ordinance, to be paid by the city.
When the street la occupied by a City Passenger
Railroad track, the Sewer shall be constructed along
side of said track in such manner as .not to oltstruct
or Interfere with the safe passage of the cars thereon ;
aud no claim for remuneration shall be paid the coil
tractor by the company using said track, as speclued
