William Bassford, mate of the American barque Brilliant, had a hearing before United Stales Commissioner Henry Phillips, Jr., yester day, on the charge of maliciously assaulting Na thaniel Tare, steward of the vcnuel. Complainant testified that on the 25th of August last, when between Key West and Havana, the mate firs used abusive language to him, and then struck him violently over the eye with an iustruincnt o some kind, causing a severe wound, and render lng him unable to attend to duty for four days The captain of the vessel testified that the steward wns Insolent, refused to obey orders, and that the mate struck him with the hand, and not with onylnstrument. The testimony of the steward was corroborated by two or three of the crew, except that none of them snw the mate have an instrument of any kind. The Commis sioner reserved his decision. The formal opening of the Rooms of the Tobacco Trade of 1'hiludelpjiia took place yes terday afternoon, at the rooms, No. 129 North Front street.
