Owen Shields, thirty-nine years old, residing in Washington avenue, near the Arsenal, hud liis Jaw broken yesterday by a blow alleged to have been given by Patrick Coyle. Tlie i rlcndj of Shields say that he was invited by Covh into a tavern, but objected to taking a drink, and when liquor was poured into a plan for him threw it out, as he supposed, without Coyle teeing it; that as soon as he discovered it, he struck Shields, aud inflicted the injury stated. George Roan has been arrested on the charge of collecting money upon the false representation that he was authorized to do so by the Hope Hose and Steam Kire Engine Com pany. It is aliened that the accused had pro vided himself with a subscription book which contained what purported to be resolutions of the company, authorizing the collection of money, but no such resolutions had been passed. Ho was held in $2000 ball. M. A. Sarsnekl, a woman of advanced ao, was arrested yesterday, charged of collecting money upon false pretenses. The allegation is that fhe used a written statement, in which she is represented to have been burned out in Charleston, 8. C, In 1807, to aid in her appeals lor assistance, and was said to be in great dis tress. From persons she collected money of, her story was that she was going to leave at once and go South, yet after the lapse of several weeks she was fouod Btill tolicitm? charity. Alderman Keir held her to bail for a further hearing. A horse valued at $10,000, the property of Mr. Andrew Moore, of tho firm of Moore & Gibson, was injured to such an extent, on Mon day afternoon, that it will probably have to be killed. The animal cost $7000, aud was con sidered the fastest trotting horse in this city. A son of Mr. Moore was exercising the horse on Broad street, and driving into a cart, the animal took fright and ran down Broad street to Columbia avenue, and thence to Thirteenth, street, when it came in contact with the tangae of a vehicle, which penetrated its breast. Young Mooro was thrown. In the evening the first reunion of the Alumni of the college took place nt the College Hail, on Ten'h street, below Race. "The institution was established over forty years ago, and the Alumni about five years ago. The forty-eighth anniversary of the Phila delphia Conference Missionary Society was celebrated last evening, in the Academy of Music. The order of exercises consisted of addresses bv eminent clerevmen connected with the Conference, together with the singing Ot appropriate n.ymns, wnxa was cunuucieu by a choir invited from all the Methodist Episcopal city church choirs. The introductory piayer was delivered by Rev. Dr. Holdrich, alter which Mr. John Whiteman, the Treasurer, submitted his report for 1868. The report exhibited the amount of $45,695 62 as the receipts of the past year, which is an excess of more than $5600 over the receipts of 1867. Addresses were delivered by Rev. Jaeob Todd, of the Philadelphia Couference; Rev. E. Went worth, D- D., of Pitt6ueld, Mass., connected with the Troy Conference; and Rev. J. P. Durbln, Coirei-ponding Secretary Parent Mis sionary Society. The election of the new Board of Managers took place, after which the Doxology was iung, and tho exercises closed with the bene diction. , , Lawrence Branlgan and Charles Burns were charged beiore United States Commissioner Aubrey H. Bmith, yesterday, with removing whisky atter it had been in charge of Revenue Officer Heilman. The testimony was to the effect that on the morniug of March 17 Mr. Heilman discovered at the manufactory of A. J. rtnliasher. No. 212 N. Front street, ten barrels of whisky, marked as coming from tho place of Joseph T.Byrnes, No. 2448 N. Front street, aud of L. Branigan, No. 1413. Believing that the tax had not been paid upon It, Mr. Gallagher was a9ked where.it had come from, and replied that ho had no knowledge whatever oq the subject; that he had not ordered the liquor, nor did he intend to pay for it. Upon the revenue officer saying that he would detain it, Mr. Gal" lagher told him it must be at once removed Irom the store, but it was' left there until steps could be taken to have it labelled. Before that could be done the whisky was rolled out on the pavement, and five barrels of it were subse- after the? had been told a revenue officer had detained it. The debate on the bill lortne disestablishment of the Irish Chuich was resumed in the House of Commons to-night. Mr. Spencer H. Walpole opposed tho bill, and The O'Donegbue made a lervid speech la its favor. Mr. Gathorne Hardy followed, and said tho strength ol the Liberals came from the majori ties at the huttings. Mr. Gladstone had pledged himself and his followers to the des'rucilon of all that was deemed mott sacred. The destruction of the Church was urged by envy and jealousy. He maintained that the Church had at wuys fulfilled its mUslon. Mr. Gladstone then rose to conclude the debate. He reviewed the course of the argument for and against it, and declared that anew policy was necessary for Ireland, and this was the first step demanded by the unanimous voice of the majority. Mr. Gladstone resumed his reat amid deafening applause, and the House divided on the motion that the bill be read a second time, with the fol lowing result: For, 3C8; against, 260; majority for the government, 118. The announcement of this result was greatly cheered in the House, and the cheers were taken up by the people in the loobies, and the news was thus conveyed to an immense crowd outside the House, who joined in the applause with the wildest enthusiasm. The consideration of the General egittj law cX tie SWa wm U9 wltr, , The bill makes It the duty of the assessors on the first Monday in June of each year to revise Ibe transcripts which they have received from the couDty commissioners, and prepare a cor rect list of voters, with places of residence, and ttlfo make a separate list of all assessments tor the commissioners, They arc also, prior to the let of August, to post one copy of the list on the louse where an election is held, and they shall add lo their list the names of those claiming the light to vote. On election day any voter whose name has been omitted may, by taking oa'h. substantiated by the oath ot one witness as to certain points, cast his vote. The Court of Common Pleas is to have power, on requett of citizens, to appoint two overseers to be present with the officers of election. It alfo makes it illegal for any Prothonotary, clerk or deputy to affix the seal of office to any na'uralizatlon paper, whereby it may be frau dulently used, or aid in permitting the issue of fraudulent naturalization certificates, or to vote on such papers. It also provides that all city, ward, borough, township and election officers shall bo elected on tho second Tuesday of October. That all elections sl'all be held between 7 A. M. and 0 P. M. Mr. Wallace offered amendments to change the law on the subject of permitting foreign born citizens to vote, and to substitute the policy of the Western States for that of Penn sylvania, by allowing every foreigner who shall have resided in the State one year, and shall have filed his declaration of intentions over one jear previously, to vote, and thus to prevent frauds and encourage emigrants to settle in this State. The amendments of Mr. Wallace were defeated by a party vote. House op Representatives. The evening session was devoted to the discussion of the fifteenth constitutional amendment. Tho Tattle Bill. The following Is a full abstract of the bill now before the Legislature: Section one provides that, to protect the citizens against the sale of diseased meats, and to furnish facilities for inspection, William Gohl, William V. McGrath, B. 8. Hunt, and others be incorporated, with the right to erect buildings, and hold not exceeding two hundred acres of land. The drainage of the yard shall not be allowed to flow into the Schuylkill above the dam. Section two provides that scales and facilities shall be furnished for the weighing and keeping ot cattle, and all cattle shall be inspected by an inspector appointed by the Governor. The remaining thirteen sections of the bill contain the following points: Five directors shall manage the company, and be elected annually. The capital stock to be five hundred thousand dollars. The usual power to mortgage is given. The Governor shall appoint an inspector, to serve for three years, with necessary deputies, and the company snail pay nim a salary ot $2500 per year, and he shall give bonds for $5000, and shall take an oath to bo faithful. The luppector shall always be ready to weigh all cattle for sale or slaughter, and shall give the purchaser a certificate of weight. No inspector bhall be interested in cattle, but shall examine carefully and reject all diseased cattle and pre vent ineir saie. n no Tans in nis auty me tiov- emor shall remove him. The company shall charge two cents per hundred pounds for the use ot tne yards, care, and nxtures. The in spector shall charge five cents per head.
