All ecclesiastical appointments for Ireland are hereafter to be made without free hold, and no money is to be employed for permanent purposes. These provisions are to take the place ot tbe suspensory mesisures passed last year. It is assumed that the clergy and people may desire to have other religious organizations for those which they were about to give up. In such case, the Queen in council would recognize the newly constituted religions bodies, but could not create them. The result would be tbe abolition of ecclesi astical coarts and jurisdiction, and of the right of bishops to tbe peerage. All ecclesiastical corporations would be dissolved, and then the d sestablishment ot the Irish Church would be complete. Provision is made for the clergy, who ate to receive life annuities. All private endowments are to remain iBtact. Tne Church Is to be handed over to the Council for all reli gious purposes. Grants are proposed for tbe support of St. Pattlck's and eleven other cathe drals, these structures being regarded as na tional property. Church buildings no longer required aie to be banded over to the Board of Works for the benefit of a fund, and burial grounds are to be placed under the charge of the guardians of the poor. Tbe Presbyterian clergy are to receive annuities. in lieu of the regium dormm, and the Roman Catholic College at Mavnootb, and the Presbyterian col leges, ate. to be granted capitalized sums of money. Further legislation is to be had in regard to Trinity College. A tithe rent charge will be offered to land owners at twenty-two years and six months' purchase. Church leases are to be sold, tenants taking the first option. The capitalized value of churcb property is estimated at 16,600.000, of which 8,000,000 is to be appropriated to compensation, and the remainder, in the words ot tbe preampie ot the .Dili, is to oe employed for the advuutage of the Irish people, not tor tbe purposes of any Church or class, nor for teaching of religion, but for relief in cases of unavotaaoie calamity or sunermg: wnite at me same time, it is not to cancel the obligations laid upon property lor the rener of the poor.
