An earnest effort was made in the Uouse of Representa tives on the 15th instant to impose this new burden on tbe tax-pa; ers, but fortunately the bill was referred, by a decisive vote, to the Committee of the Whole, and this action Is considered tatamouut to its defeat. The pro posed ehip canal, like many other projected publio improvements, might prove extremely useful, but the American people should not be calltd upon at present to pay the expenses of this enterprise. There are plenty of ap propriate uses for all the publio money with out sending twelve millions floating down the St. Lawrence, with a fair prospeot that an equal or Btill greater Bum will follow the first investment.
