Wk annonnoed yesterday that the Hon. Samuel J. Randall had been doing the Thir teenth and Fifteenth Streets Pasenger Rail way Company the kindness to frank their calls for meetings of the stockholders. As everybody who has been aoonsed recently of abusing the franking privilege has rushed forthwith into priat with an explanation, we naturally expected Mr. Randall to do the same. We have not yet, however, heard from the First Distriot Representative on ta subject. This retioenoe of Mr. Randall has a sinister look, when we peruse the statement made' by the firm of "Dimmiok & Co-," of New York, who were recently detected in the aot of dis tributing the circulars of their publishing con cern under the frank of Congressman Lincoln. A more artless document has never fallen under oar notice. It appears that "Dimmick k Co." were connected with a political or ganisation by which Mr. Lincoln's frank had been in constant use. v hen the recent cam paign closed, a large number of blank envelopes were still on hand, and eaoh of them bore the frank of Mr. Lincoln. "Dimmiok & Co." thought it a pity to waste these magi, cal envelopes, and, moreover, theirs "was a business that increased rather than diminished the postal revenue, ihuir publications being sent in a large degree through the mails, and every circular sent tending to increase the demand and benefit the department." For this reason "Dimmick & Co." think they "certainly must claim exemption from the serious charges made by" Mr. Lincoln. If the same principle were to be applied to the business of every publishing house in the .country, we might, of coarse, expeot the post offioe revenues to take such rapid strides by way of increase that the heavy deficiency would disappear, and a handsome yearly sur plus take its place t A more consummate spe cimen of unblushing impudence we have never enooantered. Ik an artiole a few days ago on the general subject of monument building, we expressed a doubt as to whether the memorial to Mr. Lfnooln, which it was j roposed to ereot in this city would be completed daring the present generation. We are gratified at the informa tion that we were In error on this point, that the monument is In coarse ef oonstraotion, and that it is likely to prove a oredit to the city as a work of art. We have not desired to convey the idea that we are opposed to mono, ments, but we think that they are too often oommenoed unadvisedly by a few persons, who fail to reoeive the sapport and encouragement of the community at large, for the simple reason that there Is no general Interest in suoh enterprises. No more appropriate ornament! for our pnblio grounds and edifices can be fonnd than monuments to the great men of the nation or State, provided that they hare genuine artistio merit to oommend them. It too often happens, however, as in the case of the Washington National Monu ment, that snch strnetures art com menced In haste, without counting the cost, their projectors forgetting the important fact that others are not as en thusiastic as themselves. With regard to the Lincoln monument In this oity, we are only solicitous that it shall, for the credit of Phila delphia, be put np within a reasonable time, and that, when completed, it shall be suoh a tribute to a great man's memory as we need not be ashamed of. The gentlemen who have the matter in baud are, we believe, aotuated by a desire to do their whole duty in the pre mires.
