Yorkshire, therefore, has a strong opinion in favor of the Liberal policy. Loudon separ ately (including Greenwich) gives about two to one for the Liberals. So far, tben, we have a. popular vote practically ambiguous in Lan cashire, but Liberal in the ratio of two to ouo in the other two great centres of population, Yorkshhe and the metropolis. Now let us cou eider the English county vote, exclusive of the two great counties we have estimated separ ately. This gives, of course, a Conservative majority, but one in amount nothing like that which the list of the number oi members returned on etch side would alone suggest. The popular majority for the Conservatives la the other contested counties ot England and Wales is not 23,000 in a total number of 272,000 votesthat is. is not a majority of 9 per cent. If the county contests in L ii)ca,l)1reaud York shire were taken into account, the majority would be about 23,000, but tbe percentage would be even smaller than oefore on tho total popular votes given. On the other hand, take the boroughs of England, exclusive of those of the counties already taken Into account and of London, and the popular voie shows a majority ot about 85,000, or more than 20 per cent., aud if we aid the majorities in the Lancashire aud Yorkshire borouehs aud London, the popular ma Jorlty would be Increased to above 109,001) votes on the whole boroughs of Enpland, and tiio per centile to 24 per cent. While tho English counties olone bavanotgivcnapopularmalority of 9 per cent, on tbe total vote for the Conserva tives, the Englif-h boroughs alone have given a ' popular mnj"i'ity of 24 per cent. Aud, Anally, taking England (aud Wales), counties and ' boroughs, altogether, the popular vote gives the Liberals a majority of about 172,000 votes for the Liberals; that is, mere than 14 per cent, (say) one-seventh ol the whole number of votes given, and a lar greater pouuUr majority th-m the Conservatives nave attained la the coualica alone. 8o much for England, which has been biased in the counties by the supprx-ition of the cleray i that tbe f .ill of the Irish Church will involve i evil consequences to the Eueliin Church. In : Ireland an estimate was attempted, but so many . seats had not been contested, that the returns are eutiieiv ueltss lor anv purpose, aud we have omitted them. It is known that the Libe ral majority oi members already returned in Ireland U about twenty-three, but ttero Is no means ol arriving at even a rough estimate of the popular vnie. In Scotland, the most impartial part of the empire, on ihls question at leastfor England has been lareelv actuated by the fears of the lergy for the coni-equoneea to their own estab lishment (he popular vote Is overwhelming ou the Liberal side, near four to oue ou the whole country, five to one in tho borough", and even In the couuties the ruajoiity is about 20 per cent, on the total county vote. Finally, taking Great Britain as a whole, the majority on the popular vote is about 232,000, on a tolal vote of 1,278,0C0, or more than one blxth, mdC thau 1C percent. We conclude, then, that iu the rust itninrlial parts of tho kingdom the popular vote for the Liberal policy has been immense aud final; that even iu selected constituencies mon subject to the in fluence ol the clergy, and, by the admission of all, most Conservative, there is a vastly less majority atralust the Liberals than there Is in their favor in those constituencies best situated for a perfectly impartial aud cool re ply to tbe issue put to them; finally, tout in Great Britain alone, lea vine Irelaud out of aceouut altogether, there is a deciside judgment in favor of justice to Ire laiid, which 13 naturally very btrongly sup ported Dy Ireland's own verdict. Even exclud ing the verdict of those who are most deeply interested in the matter, Great Britain declares for justice to Ireland. Nay, even oxcluding BcotlaDd. which is, we believe, be.tter able to give a iairer decision than E upland herself, England alone, and In spite of the imaginary consequences of tho measure to the clcrRy of Ler own Church, has decided by a very decisive majority for justice to Irelaud.
