In the proceedings before Judge Allison, in the Court of Common Pleas, yes terday, the lamentable fact was revealed that the eleotion of the highest officer known to the law of the republio, the President of the United States, is at the mercy of unscrupulous men. U1U2 3'W7 Ho. of voieia to a bouse V3 4-5 From these unquestionable figures it will bs Seen that the vote of the Tenth ward, which is onatantly and rapidly increasing in popula tion, has shown a constant and healthy in crease sinoe 18G0; while the Fourth ward, nearly stationary in point of population a faot whloh is patent to every person who U acquainted with onr citystarting in 18 JO with a vote one Bixth less than that of the Tenth ward, and so lagging behind the latter that at the eleotion of 1860 its vote was still one fifth less, between the 13th of October aud the Si of November takes snch rapid strides that its rota inoreases from 6 1 to 03 per oent. of the whole number of taxables, regular and extra assess ments inoluded, the vote of the Tenth ward during the same period decreasing from 73 to 72 per oent. The full force of this inequality la more vividly dirp'ayed by the comparative number of dwelling-houses iu eaoh ward, the Fourth showing one and one-third voters to each house, while the Tenth has bat four filths of a voter to each house. Tha preoise manner in which this result was brought about was revealed by the affi davits whloh we published yesterday. These worn statements dUclosed such a glaring iniqilty that Judge Allison, a man who stands above the suspicion of partisanship, was con strained to style it "a great and flagrant wrong, oommitted upon oitizsns who are enti tled to depobit their honest ballots." " The Return Judges adjourned for two hours, to give the advooa es of the fraud an opportu nity to defend or explain, but they did not put in an appearanoe, either in person or by attorney; and their remissness in this rsspect must and will be taken as an acknowledgment of the justice and legality orthe aotion takeu, both by the Return Judges and the Court of Common Pleas. The happy result of this aotion by the Uj turn Judges is a dear majority of 5812 for the Grant and Colfax electors in this city, which, we are fully persuaded, is not less than COCO btlow the aotual majority of the votes of those who were entitled, under the law, to the franchise. If the same principles are applied to the contested eleotion oases whioh will come before the Court of Common Pleas on Satur day next, the lovest candidate on the Repub lican ticket will be found to have been elected by a handsome majority, even after giving to the Democratic candidates the benefit of the 68S6 fraudulent votes which were oast for them on the strength of Mr. Snowden's tip stave certificates of naturalization. I EFEATED BUT NOT DISMAYED. V 080 that the Barnes of Seymour and Blair are still proudly nd defiantly flung to the breeze at the Democratic headquarters, at Ninth and Arch streets. This shows pluck if not good sense, and there is nothing like keeping up a good heart under the most discouraging cir cumstances. Perhaps Mr. Chairman Wal lace and his confreres intend thus early to indioate their preferences for the nomi nees of 1872, but we should have thought that the ' unterrified" had had quite enough of Seymour and Blair by this time, and that tbey would be willing to allow them to retire into oblivion without nuking any fuss about it. In the meantime we would suggest that the names of the candidates of treason flying above the Ninth anl Arch streets establishment are offensive to the eyes of loyal Phlladelphians, and the1" sooner they are hauled down and sold to the rag-mau the better. A coffee-pot, with a hole kuooked in the bottom, would be an appropriate subiti tnte, and we give Mr. Chairman Wallace the benefit of the idea, with the hops that he will act upon it without delay.
