Jules Fayre onoe more arose and laid: Gentlemen, when my colleagues and myself presented a demand for Interpellations, It was ip draw from the Government explicit declara tions. 1o meet that, the honorable Minister lias been precise, but thei e Is one point to which I wlnh to call the attention of the Chamber, In volving, as it does, an Inconsistency In the pro ceedings or the Government. The task so valiantly accepted by the Ministers Is not the Mine as that which they took upon themselves In 1802. From 184!) to 18G1 the Govern ment explained its Intervention by the bone of obtaining liberal concessions from the Holy Father; and as It was not successful we withdrew In 1808. Well. I say that the situation has changed entirely. I said to yorf the other day that the difference between the Austrian and French action was that the former was sub mlfcsivc, and the latter gave advice. To day our intervention will be Inevitably stamped With absolute submltision to the Holy Father. (Noise.) You have got out or adillloult position. According to the words of a venerable prelate. It was not possible either to advance or recoil. You have recalled, and made France do so like wise. (Renewed noise.) When I say that tne Government of the Holy Father Is in opposi tion to modern liberty, I use the terms of the i.mperor'8 letter. He had hoped to bring about n couci liat Ion between Liberalism and the Pope. The Government has now lost that hope, aud, therefore submits to the Holy Father. (Marks of dissent.) It pronounces clearly that it will defend the Pope in every case. At present the French Government is in tne face of an Italian Cabinet, whicn It declares to be com posed of moderate men, and to whose polloy it f ives its adhesion. What is that policy ? You laveonly to cast your eyes on the circulars ot General Menabrea to see that the possession of Kome is declared indispensable to Italy. (In terruption.) There is another point which the Minister of Blate has not touched. He has spoken of the mark of deference whloh the Holy Fathet has given us in consenting to par ticipate In the Conference without condition. Can he say that the Holy See accepts the com promise which French policy would wish to esta blish ? (Noise.) You are going to pass a vota of confidence, as in the alhiirs of Germany and Mexico. It will nave the same late, (Murmurs.) As for us, we ask, what are the means by wnlch you propose to attain the object pursued? Providence and time are Invoked. That is holding puerile language unworthy of a great nation and a great assembly. (Fresh Interruptions.) 1 do not say that the Gov ernment of France is not strong enough to force lis will on Italy; but I do say It pursues a chimera when it hopes to obtain the renunciation of the vote or 1861. Italian unity has been attributed to the House or Sa voy. Without going back to Machiavelli and Dante, the principal lnsplrer during the pre sent century has been the Pontiff who now ob structs it. He it was who sounded in Italy the cry for deliverance; he it was who roused the courage or the Italians. (Murmurs.) I desire to see a conciliation, but I see no more proba bility now than in 181!) and 1804, for this reason, that neither ItaU- nor the Holy See will aban don their preclusions. Jules Favre reascended the tribune amid ' laughter on some benches, aud said Gentle men, this may appear amusing to you; I hud It sad enough. We are men, and ought not to act like children. The President I cannot allow the last words to pass unnoticed. The Chamber does not act ' as M. Favre describes. Put at the end or a de bate so long and an attention so sustained, when conviction's are formed, it ls:natural that the Chamber should experience some lassitude. (Hear, hear.) M. Glais-Bizoin has Just pronounced. I am bound to state that, on the contrary, during the whole of this debate the Chamber has shown how anxious it was that the discussion should be full and free. (Hear, hear.) In proof of my assertion, I am willing to allow M. Glais Blzoin to speak if he wishes. (Laughter.) M. Glais-Iilzoin 1 appeal to the loyalty of the President. A few days since he said that it would be necessary to place some one near M. Glals-Bizoln to take down his words. Does not justice require that he should also place another, reporter at the centre and right of this Cham ber,wheuce Incessant Interruptions have arisen since our friend Jules Favre appeared in the tribune? I do not complain of the President applying the regulation to me, but I have a right to demand reciprocity for the members of the majority. M. NogentSt. Laurens Mere trade jealousy. The President I have not heard from the side you designate the Interruptions of which you -complain. (Dissent on some benches.) There may have been certain murmurs, but no in terruption has drowned the words of the upeatter. (iruv, irue.i Mr. Chesnelong The interpellation which my friends and myself addressed to the Govern ment had three objects to thank it for the in tervenliou at Home, to tell It that we saw in that step a gauge of the direction which it will Im print on the negotiation, and, lastly, to give to the Government the assistance of a vote of this Chamber. After the speech of the Minister or Blate and the explicit declarations made by him, to the effect that the French Government would never permit Italy to seize Kome or the present Pontifical territory; that if any new international act intervenes, the past conduct of the Government gives the certitude that it will not permit the guarantees or the Holy Father's security to be weakened; and that If there 1b no new convention, that of September tiball subsist in its integrity-considering these declarations, we have only thanks to address to the Government, and withdraw our demand for Interpellation. (Great applause. "Vote, vote.") M. llerryer One word, gentlemen. I feel bound to say that I am very happy to And my self In perfect accord with the sentiment of the Immense majority of the Chmnber. (Hear, bear. ) This manifestation will resound through out Europe. Why should not the sentiment which in i-pi res us be brought to the knowledge of the Government under the form of referring to it the demand for Interpellation? (Various movements.) I hear it said that this step would have tbe character of distrust. I do not see Why. (Noise.) The President I am obliged to remind the IIoii, Deputy that, the demand for Interpella tion being withdrawn by its authors, by the terms of the rules, it cannot be submitted to the Chamber. (Various movements.) M. llerryer It seems to me that the aot has not yet been completed by the President, liut as we have obtained formal and positive decla rations, without ambiguity, from the Minister, I shall not press the point. M. Kouher One observation, gentlemen, to show that the vote of the Order of the Day pure and simple is the only means the Chamber has to manifest lis accord with the Govern Tcent. if the declarations made by the Govern ment had neither satisfied the authors of the interpellation nor the Chamber, the vote would fcave sunt the demand to the examination of llie Government, and that step would have proved tLe dlsaocord. Therefore It Is not pos Bible to have recourse to the same means to prove perfect accord. It is in conformity with all paillamenlary precedents to manifest the agreement of the Chamber and Government by voting the Order of the Day pure and simple. ("Yes. yes!" Vote, vote !"). M. In the existing state of things It Is to be regretted that the legislative body has not the light of voting the order of the day, assigning its reasons (Various move ments.) We are asked to vote the Order or the Day, pure and simple. I say that His not pos sible. I have listened to the developments of the other Interpellation, that or M. Joins Favre, and I have understood Its scope. Well, in my conscience let the authors grant me entire freedom or language I condemn 1U Can I, then, confound in the same vote two demands, of which I approve one and reject the other?
