It will be perceived that General llfuicoolt announces that he will make the law the rule of his conduct, tb at he will uphold the Courts and the civil authorities la tne performance of their proper duties, aud that he will use his military power only to preserve the peace aud enforce the law. He declares very explicitly that the sacred right of rial by Jury, and the prlvlWge of the writ of habeas corpus, shall not fce crushed out and trodden under foot.
