"Light! More Light J" Tun people of Philadelphia, from Richmond to the Neck, have taken up the cry of Qoethe) and are earnestly demanding "Light, more light I" Fo long as the gas furnished ui was pood, so long as the flame was bright and steady, and we could detect an improvement over the days of tallow dips, the great majority of the people did not care particularly whether the Trustees opened their meetings to a com jnittee of Councils or not. They did not care Whether the hooks were kept straight, or Whether the contracts were sealed proposals or i Open bids. That was a matter which they left j Severely alone. But now, when the light is j dull, and the charge is high when we pay t more and get less than we ever did before, the people are naturally aroused to indigua- I tion. The sealing or unsealing of a proposa1 J forooalwas a matter of small interest, but j When the contractor have furnished suoh , Wretohed material to injure the eyes of all the eight hundred thousand citizens of the Quaker City, an astonishing increase in the interest felt in the management is perceptible. Until now, suoh a point is reached that some ohang9 Is demanded. The present system is so in efficient as to make any change an improve Cient. At the last meeting of Councils a bill was Introduced directing the Mayor, on the 1st of Haroh, 18G8, to take possession of all the gas works, in behalf of the city; that the Trustees be abolished, and a Chief Engineer be elected by Councils, who would be directly responsi ble to that body for all his deeds or misdeeds. A motion to deteat the bill was lost by a vote of thirteen to twenty-one, so that it is proba ble it will pass. Tbis plan is an improve ment over the present arrangement. As mat ters are now constituted the Trustees elect all Offioers, they constitute a close corporation, answerable to no one for their acts, and Laving no responsibility beyond a prospeot of Hot being reelected. That 1b the sole punish ment which can be visited upon them for oor jruption or inefficiency. The new plan would do away with this. It would make the offioers all pecuniarily liable for any default in the du ties of their offices, and, by making all the aooounU open to publio inspection, would goon enable Councils to correct any part of the system which might need ameudment. While, however, thiB is an improvement on the present system, there is a still better mode, in our opinion, of managing the sup ply of gas for the city than the one proposed. We refer to the system prevalent in Europe Of selling out the contract for supplying that article to private corporations. That is to say, We favor the awarding of contracts for various portions of Philadelphia to regular companies, Who will bid for it. Lot the city be divided Say, into fourptrts. Let her still own the Various gas works, and then advertise for pro posals to take charge of and run the whole System for say fire years. By this mean3, if Sealed proposals were rigidly demanded, the Works would be taken, of course, by the party Who would agree to furnish the gas fur the least possible price. This would at once secure eoonomy. By making the successful bidder enter into bonds for the faithful performance Of his duty, and by bo arranging the bonds that, in case f the failure of the contractor to Supply a good article at the fixed rates, a heavy forfeit and an avoidance of his contract Would result, we would secure a first-class article, instead of the wretohed, flicker ing, dim glare, which tjitures the eves and disgusts any one who attempts to read. By this means, the works would become a hand some profit to the city, and not, as now, a Continual expense and annoyanoe. It is a well-established fact that a private Individual oan oonduct an enterprise at a much lower rate than a publio corporation. Tiie reason for this is clear. He devotes his time to bis own interests, and does all he can to Seoure eoonomy; while iu the case of a cor poration, especially publio government, it is . but one individual's profit to secure eco nomy in fact quite the reverse so that much Is squandered, and the work but illy done. Aoting on this principle, the governments of the oities of Europe have long since adopted, and with great success, this plan. It is found to work admirably, with none of the difficul ties or distuibauiies which we suffer by keep ing the eontrol of the trust in the hands of the City itself. The only objection to the proposal Will be that it will deprive the politi cians of a number of lucrative offices, and If that is an objection, the present inefficient plan had better be oontinued. Now that Couuoils are moving in the matter in favor of Some reform, we hope that this plan will re Oeive their attention. Experteuue has proved It far more satisfactory than with a Board of Trustees or the direct management of Coun cils. By it ecouomy, good gas, and honest control are secured. But should it not receive the support of the members of both Chambers, We hope that the plau proposed last Thursday Will pass. A reform is not only needed, but It is demanded. No talk about legality or the the loans of 1811 will avail. We hope that the question will be fairly met, and settled as the public g od, and not private interests, dictates. The Letter of General Grat. At last the long-talked-of letter of Genera Grant to the President, in connection with the removal of Secretary Stanton and General Sheridan, is made publio. We had always trusted Grant before, but we did so because of the eloquent loyalty of -his acta, not his words. We now trust him as explicitly be cause of his declarations', as we did before on acoount of his deeds. The letter has a ring which will be musical to all the loyal in the land; and by the loyal we mean, with the General, "all those who sustained the Govern ment through its trials." It is the plain, sim ple, and unequivocal utterance of a soldier whose heart is in the words he write3. In these days of rhetorio and turgid eloquence, it is a relief to have a publio man express himself clearly and honestly, dis carding all the would-be embellishments, and trusting entirely to the truth of his oause, with no excuse for his frankness save the grand sentiment, "I know that I am right in this matter." There is in all that Grant has done and said a disgust for technical attempts to defeat the popular will by the reasoning of an "astute lawyer." He is a man of sound common sense, and looks at the spirit, and not the letter, of the law. His compliments to Mr. Stanton and General Sheridan are lavish encomiums, and the free dom with which he denies all right in the action of Mr. Johnson in waiting until Con gress had adjourned before he removed them, is thoroughly characteristic of the man. There has nothing appeared which will so unite the hearts of the people in their confidence in the subjugator of the Rebellion, as will this letter to the President in defense of the leaders of the Republican party.
