Tho head ot this department shall be called the Chiot Engineer of the Philadelphia Oas Woiks; he shall have charge and care of the Gas Works, including all the property, etc., mentioned and bet forth iu tho first section: he shall exeicUe general control and oversight over all the officers and employes connected therewith, and assign and direct their duties, so as to curry on the details ol tbe works. He stiull attend to the direction of all new works, now or hereafter to be constructed. Provided, That he shhll not iucreasethe number of olucers now employed without the authority of Councils. tec'ion 4. The otlicers necessary to carry on the Works shall bo nominated by the Chief En gineer, by and with the advice and consent of the (Select Council, and hall sbe removed at the pleasure of the party nominating, and upon such removal, or vacancy occurring by death, resig nation, or otherwi'e, a nomination shall be made to supply such vacancy, as in tbe case of an original appointment. Bcetion 6. It shall be tho duty of the Cashier lo perform such duties as are uoiv required of mm, anu in auuiuon uiereio fuail mate return, in writing, under oath or atlirmatiou, of the amounts collected, to the City Controller, and pay over tbe same to the City Treasurer daily; he shall give bond, with two or mare sureties, for tho faithful performance of his duties, in the Bum of dollars, to be approved by Councils. Section C. The sinking fund of the Gas Trust shall be transferred unto the sinking fund of tbe city of Philadelphia, and all the bonds, s'ocks, securities, etc., now held by them to secure the payment of all eas loans. Section 7. It shall be the duty of the City Treasurer to keep the funds and money belong ing to the Gas Department sepaiate and distinct from all other funds in his hands, to more eil'ec tually secure the prompt payment ot the loans of the said Gas Works. Section 8. Warrants for the payment of labor shall be drawn by the cashier upon pay-rolls at proved by the Chief Engineer; and all other warrants shall be drawn by the Chief Engineer. Section 9. All ordinances or parts ot ordi nances inconsistent herewith, bo and the same are hereby repealed. On motion, the ordinance was referred to a special committee, with power to a.ld an addi tional section prescribing the duties of cashier; tho comniit'.ee to report the bill favorably to Councils on Wednesday. Meeting of the Guardians ok the Poor. Yesterday alternoou the Buard of Guardian held their stated meeting at the Seventh street nice, John M. Whltall, President, In the chair. The Out-door Acrent reported having collected forsuDTort cases" $273-52. The Steward re ported the house receipts at $2350. The House Agent leported tho following census of the house, for the week ending Saturday, Novem ber 23, 18G7: Number in the house at 12 o'clock M., 3180; same time Inst year, 3041; in crease, 130; admitted within the last two weeks, 265; births, 10; deaths, 32; discharged, 84; eloped, 41. Number ot persons srranted lodging within the last two weeks, 171; meais, 483. Total num ber of males in the house, 1482; females. 1GU8. Total males and females in lnaue Department, less assistants, 616. Peter A. Keyser, the new member appointed to fill the vacancy caused by the death of the late President of the Board, was sworn in by Alderman David Be i tier, and took his seat. The Treasurer reported that he had paid into the City Treasury since last report' tho sum of $2066-18. The following resolution, olfered by Mr. Nay lor, after considerable debate was adopted: That the Guordlans of tbe several Poor Dis tricts bu authorized to appoint assistant visitors whenever considered necessary, not to exceed the term of three months from December 1, 1867, at a salaiy not exceeding $30 per month. The President appointed P. A. Keyser, the new member, as the Guardian for tho Fifth Dis trict, in the place of the late Mr. Erety; Beola miu Bullock for the Third District, and Mr. McCullough for the Eleventh District, The Steward's requisitions were read and ap proved. Church, Otis, above Thomp-on ftreet. in this city, was dedicated on Suuday, 24th tuhtant, by Bishop Janes. The Bishop f reached an exec) lent sermon in the morning, and performed the dedicatory services, and the collectioiis and nibcriptlous reached nearly TKiOO. At 1 P. M., a children's meeting was held, and the Sunday Sebool pledged the sum of $65 in addition to $425 which they bad already contributed. At 3 P. M. addresses were made by Bev. T. T. Tanker and Hev. W. J. Paxson, ai;d the sum of $031 added to the subFcrlptions. At 7 P. M. the financial etrort was resumed, and a further amount of $500 secured, after which Kev. Dr. Kynett preached a powtiful sermon, and the day closed with several penitents at the altar. The financial results of the day reach the handsome sum ol $2500. AMUSEMENTS. Charles Keade's beautiful dramatization of Alfred TennysoD's Dora was produced In excellent style lost night, and made a very favorable impression. It is the neate6t dramatic gem of the times. Mrs. Bowers as "Dora," and Miss Josie Otton as "Mary Morrison," acted with true spirit, great eflect, and in a delicate style. Mr. Leake and Mr. Me Manns, also acquitted themselves credi tably, but tbe triumph of the occasion was the old, selt-willed, but justice-loving "Farmer Allan," of Mr. VV. II. Sedley Smith. Ills acting in the pait was superb. Dora is a play that makes a profound impression, aud conveys a fine moral. It is as true a picture of real llTe as ever wasdiawn, and deserves a great run. It will be repeated to-night, and no one should fail to see it. Walnut Street Theatre. Mr. John Brougham and his new plav, The Lottery of Life, mtide a h t las-t night. The house was very full and the applause general. The new drama will be repealed this evening. At the Ahcu Surf continues in its successful career, with, Mrs. Drew and the whole cotnpaoy In the cast. .At the American the new pantomime called the ited Gnome Is very popular.. , Mendelssohn Society's First Subscription I omtert. A full hall, an enlhuhiastic audience, a long airay of goodly names of performers, a tkilul rendering ot the programme, a general expression ot satisfaction these were the points to bj remarked last night. Mr. Jean Louis, as the leading spirit of this fine musical organiza tion, has-occasion to feel proud of the results of his labors, which have not been small. The chorus ot the Society sang to prove their careful drilliiig, and stamp them as the leading musical society of this city. Carl Sentz's fine orchestra told to great advantage in this well-balanced a' traction with it. Messrs. Habelmann, Harkius, Sartori, and Thunder ere vociferously applauded in their solos, and there was the best feeling shown to the performers by tbe audience. The city owes much to this association, which by their efkit6 rune the standaid of musical cultivation among their members, and thus disseminate a pure taste throughout the community. This is a most auspicious opening of the season of this energetic aLd enteiprising society. Mr?. F. W. Lander as "Elizabeth." Regard ing the appearance of Mrs. Lander as "fc-iizn-beth," in our sister city, the New York Tribune, in a leading editorial, taid: "Mrs. F. W. Lauder, who will to-night appear at the French Theatre, in a translation of the tragedy of Elizabeth, is a lady whose genius has ever been devoted to the highest range of art, and we welcome her popularity as a proof that the legitimate drama has only to appeal to tbe public to find the fullest support. The charac ter of "Elizabeth," made famous by ltistori, lost something of its effect by its performance in Italian. Mrs. Lander, in adding it to the list of her triumphs, will Americanize it." Mr. Henry Vincent's Lectures. The celo brated English orator and reformer, Henry Vincent, lectures this evening, aud also upon Thursday evening, before the Young Meuls Christian Association, at Concert Hall. His subject to-night Is "John Milton." This lecture mane a deep impression when it was delivered In Philadelphia some two years since, and there is a general desire felt to hear it aerain. Carl Fentz'b Orhestra has no performance on Thanksgiving Day. Its ninth matinee on December 5 has a rich programme.
