CITY INTELLIGENCE. 1?0B ADDITIONAL LOCAL ITKHfl SKK OU fHIDB PAGES. J The Oihabd Collkue. The special com mittee of Councils to exumino Into the facts con nee'ed with the rrmoval of Major Mmitb, crem Of tit of ;irftrd College, hel l an wlj-iurned nicot ine yvt tcrdny. Tne. committee, belore henrinp; wiincdHB, decided to admit the Iircctors of tho Ctlligeto the room during the Investigation, nini 10 allow ot no cross-csaminnllon of wit i eBscs except by the members of the committee, but at the itnio time to penult the directors to sujztrrtt any quegllons to any one ot the com mittee to be put to the witnesses. Two members of the Jjonrd who voted tor the removal of Mr. fcmith gave their testimony, after which the committee adjourned. 1 he members of the Hoard of PI nr torn who voted lor the removal have issued the follow injr platemtnt giving the reasons lor their action : THB DIBECTOHS TO TnE PUBLIC. Cn the eleventh day of September last the Heard ol Pirerlors of the fliriird College, under the highest een.e of duty to the. Trust, created a vacancy in the office ol President, to take ellect on the lollowing first of November, and elected to that position a former President, who was of lnrpe experience, and uu instructor by profeg eion, and whose previous trial bad pi veil earnest of his ability in tbat position. This act was dene in the exercise of an undoubted power piven by the express words of the ordinance, wLlch directs tbat the office of President shall be held "at the pleasure of the Hoard," an i uuder the authority of the recent decision of the hlcrh est b pnl tribunal of the State. For this act Mr. t-mith ha, either directly or through his friends, t hired the motives and persons ot the directors 1o be assAikd by almost duily attacks through the ci lun ns of the public press, and he has thought it consistent with the dignity which is supposed to belong to the position of President to cl n-r to the office, and to refuse to ackuow Idee the authority which employs him. Ti e Directors have hitherto refrained from imv public reply to the unfounded and unjust rensoies which have been heaped upon them. Ti.ey have hitherto refrained lrom so doing bi fiiiHc First. They knew that a public statement of the reasons whleh Induced their action would result in injury both to the institution and to the individual; nndl hecund. Pecause'Counclls have undertaken an investigation of the circuuistauces connected therewith. A decent respect for that body would at least have awaited the issue of the trial which Mr. Smith invited, and which he declares had been relufed him by the Board. Not content 'with the constant assaults which almost daily appear apainst the Directors, and the t flort to forestall the result ol this investi gation and manufacture public opinion, I he lioard are infoimed that Mr. Kmi'.h will refuse to yield up the powers aud profits of his office, and the occupancy of the dwelling on the Col lepe premises, which he holds only by virtue of his olrice, and that he has resorted to the dila tory expedient. ol a bill in equity to prevent his Butcesfor (rem being installed. Perhaps no bet ter illustration of the capabilities of the present incumbent could be plven thau the utter indeli cacy aud want of dignity which mark this clinp iup to otlice. The Board have borne with these cherts to misrepresent and injure them lonper than a due respect for themselves, perhaps, would justify, through fear of injury to the pur poses ot this great charity; but they seem now to have no alternative but to make this public statement. They have removed Mr. Smith from the l'residcucy of Uirard College because, after four years of kind and patient trial, they have found him to be, in their deliberate opinion, nnht und incompetent for his position; and be cause auuses nave exisiea in tne treatment of 'the orphans which tho public have never bus. pected, and which the Directors havu vaiuly uoupht to change in any other way. lu arriving at a conclusion as to the compe tency of an officer, the daily life of an institu tion, as witnessed by the Directors, is the safest guide. Hundreds of Utile details, each, per haps, not ot much importance except in con nection with the others, go to form their correct judEnient. They have lound an uiter absence of vigor in the conduct of Glrard College an evident want of a live man; they have seen the tnsttutu-n driiting along without purpose, cUuit, or compass, save what had been pre viously provided by others; moral mould and rust uoon everything; dirt in the house, vermin in the beds; the appointments of the tables torn, dilapidated, and offensive, and, added to these, there was an entire want of all brain given to the ecmomic condition ol the institu tion, end of all heart in the treatment of nioihcrs and orphans, while there have been constant appeals to the Directors to enlotce the President's discip'ine; hundreds ol boys run ning away, and all grades of crime committed, Ironi absconding aud petty larceny up to form ca ion and arson. Kome of these things met the Directors at every session of the Board or committees, and on every occasion when tht;y visited the college. Nothing can be claimed as an oftset to these thing?, or as an evidence of Tiroi'.ress in four years' trial, except tbe establishment of a ''Legion ot Honor," which enables certain little boys to sport a piece of colored ribbon in their button-holes: po.-itiv.dy nothing else. Inefficiency was bad enough, but something worse than inefficiency was constantly ringing in the ears of the Directors; clamorous appeals for relief auainst cruel punishment; mothers In teats ot the private houses and places of busi ness of the Directors, begging for justice to out raged children; pupils showing purple welts and the marks of cruel stripes upon their persons; boja incarcerated uuder lock and key for weeks upon weeks in midwinter, in the topmost rooms of college buildings, where no heat was allowed them no Hcht permitted when evening came no books given them to read stripped in some instances partially and iu others almost entirely of their clothes obliged to answer all the calls of nature in the e rooms, and fed upon bread and water; children condemned to the Home of Itetuge on tno application ot tne President, without knowledge on the part of their mothers or Iriends, and without any opportunity of ap. peal new an I ingenious modes of punishment, which were but the synonyms of torture utter want of sympathy for the mute appeals of orphanage, and disregard for tbe leelings and rights ol mo'bers, as shown in the denial of their most innocent requests. These are a ssmple ot.what the lioard could no longer with stand. Notwithstimllng that the evidences of the 1 tm snuieuts inflicted, as well us of the condi tion ot discipline which has existed in the col lege, are to a large extent in ibe hands of tho President alone, and not uceeesible to the board, some statements made in his reports or derived from the cflicidl recrJs are appended which Will sustain tne ac ion of tho D'uectors. Durlrgthe tirst. eighteen mouths of h's ad ministration, President Smith caused the ex pulsion ol sixty-four (64) pupils I During the first sis months o' his administration 103 (oue hundred and three) cases of absconding oc curred, and from ih 20th of Juue, 1864. to the 17th ol .September, 1801, there were i5 (uitiety fivel cases. As an illns'.raf ou ot ibe lloigmgs which have disgraced the College, the President reported tlit lrom the first of Januury, lntii, to the 31st ot May, lHiil, a period ot five months, 24'J corporeal chaVti-euients lud beeu inflicted, ot -which C8 had been administered by his owu hand. A'tir this, the public will not be sur ni 'i td to learn that siiico the 7ih of Sjpteoiber last the number ol cases absconding in tho Col lege have umouoted to seven per cent, of its entire populat on. 'J ho public will not expect that ull the evi dences ol abase of oer which have digraced this institution can be furnished in communi cation, but the facts contained in tais statement are susceptible of abundant proof, which will be furnished to the special committee of Councils recently appointed. These orphans are the wants of the (Councils of Philadelphia. Mauy the additional claim tiiut they are the children of lathers who fell in d feuse of ttie nation,. Is It po-ible that the people of this city would wish to see this noblo charity cou- ver'ed into a uouse oi nn yu, ... , and stripes and beatings to be the daily fortune cf its children, instead of the tenderness and Jove that ought lo Deiocg to mur jvm i THE DAILY EVENING TELEGRA Til PHILADELPHIA, THURSDAY, pnssible that they will not sustain and noplmi I any change intended to relievo these evils, to give the College back the confidence it once possessed, and help to make it what its iod lounder intended it should be an ornament and a credit to Philadelphia, and a blessing to the poor fatherless and unfortunate ? The Fenian Brotherhood Convene at Con cert Hall. A mass meeting of the friends of Irish nationality was held at Concert Hall la-a evening, under the auspices of the Fenian Bro therhood. There was a large attendance, the Hall being pretty well tilled. At 8 o'clock Mr. James Gibbous, announced as Senator Gibbons, was called to tbe chair, upon assuming the duties of which he delivered an address expiii ra ory of the object that had brjught them to gether. At the outset he alluded to the remark so lrcquently heard in certain quaitcrs, that the Fenian Brotherhood are played out; that they are dead, siuce they can no longer ob.aiu con tributions fiom poor laboring men and hired girls; that now the hired girls refubed to aid in the work, Queen Victoria is safe. The speaker looked upon the meetinpbefore httn ns a sufficient answer to the sneer that re riauinm is played out. He was not sin prised that the Americans do not clearly understand this Irish question, siuce all that is known of Irishmen and measures by them is received through British chunnels all coming from the same corrupted source. There could not be a more mistaken idea thau to suppose the Irioh people are not capable of self goverumeut, or that they are not a united people on the question ot Irish nationality. It was a source of pleasure to tho speaker to stand up in vindication ot his fellow-countrymen, to deny that they are in diflcrcut to the great question of a separate, distinct nationality. A people divided In sentt lueut and leelings as Iho Irish people are repre sented to be, could not have stood up lor seven hundred jeurs aud battled against their op pressors. lu the cour?e of Mr. Gibbon's remarks a Fenian military organization entered the hull, preceded by martial music, and was received w ith great enthusiasm. The meeting was lurther addressed by Mr. William J. Hihes and Mr. R. J. Meehau, ot the Irish American, both of whom spoke ot the ne cessity of keeping up the 1-enian organizations, und prepuiing for the great work when the pro pitious bour to strike the blow should arrive. Mr. Mceban said that it was not only necessary to give the canse countenance and encourage ment, but lo be ready to sacrifice their lives and ioitunes iu the sacred cause of their country, t-j c!o lor Ireland what Washington and his com patriots had done for America. The speakers were waimly applauded. The Tabu Commission. The meeting of this body, yesterday, resolved itself into au explora tion party. The Commissioners have just re turned from New York. Tbere they visited Central Park, examined it in detail, and duly weighed its cost aud its value. The gentlemen who w ent there included General Meade, John Welfeb, William Sellers, Chief Knginecr Kneass, Chief Engineer of the Water Department Graefl, the Mayor ot Philadelphia, aud Proteesor Cres fon. This party spent five hours yesterday at KairroouDt Purk, carelully going over the whole ground, aud arriving: at the conclusion that the improvements at Fairmount must begin at the Park gates, so that tbe work done in summer will not te lnrrowed by the rains of winter. Now. a large eharejof the summer work is un- (Iodo by the pulleying- effect of the rains of autumn. The indications are that the Commis sion Mill recommend an entire change in the mprovement ot the grounds Irani the original piograumie. Distillery Seized. A seizure was made yesterday of a still and twenty hogsheads of math u sou in tue distillation ot wnisKy, in an old frame house situate! on Twenty-tourih street, above Walnut. . Soon alter the seizure a large criwd gathered sue und the house, aud attempted to bribe In spector McGhepan, who had beeu left in charge, ollciiiig him liny dollar lo leave, but he refusing, they broKe into the place, and were ien'oving the property, when assistance ar rived lrom the United States Marshal's office, and the crowd .incontinently lied, leaving the art cles behind. The distillery had evidently been in operation but a short time before, as the still was warm when captured. The parties who own the property arc at pre sent unknown Tbe Alleoed Poisoning Case in Camden. A further investigation was held iu the case of the late James Hall, of this city, who died while on a recent visit to Camden. The stomach was carelully examined, and analysis made of its cou tents by Professor Reese. From the evi dence received by post-mortem examination, the jury gave the following verdict: Tbat the said Jan ( 8 Hall came to his death suddenly, on the 17th day of October, by apoplexy, at the house of Elizabeth Morriss, lu the township of Newton, county f Camden. Another Grant Club. A meeting of the c'.tizei.s ot the Sixteenth Ward favorable to the loi malion of a Grant Club, and the nomination of General U. S. Grant for tho Presidency, was held last evening in American Mechanics' Hall, Fouith street, below Girard avenue. Od mo tion, lieorge Ilawkes was chosen President of the meeting, and William Burin was selected to act as Secretary. The meeting was then ad dressed by A. Wilson Henszey, Hon. Leonard Mjeis, and others. Reduction op Force. After to-day the services of tho following temporary inspect ors are to be dispensed with at the Custom House: lieorue L. raiiman, Jesse GoUmau.
