The bill prssed finally. A resolution changing tho name of Armat street. iermatiton, to Locust avenue, was liuall.v passed. A resolution imthorizinct certain transfers In the Items of appropriation to the Board of Health was Introduced. The Chamber acknowledged itself enlightened by the explanation. 'The subject was ultimately referred. Air. Pmiih offered a petition Irom certain cl'l wns asking that experiment may be made lu lajing the" concrete pavement in South Broad street, with a view to test its value. Air. Burlow offered an ordinate to wlJen the footways oi) Broad street, from Poplar to Coate9 streets, to correspond in width with the pave ment at Poplar street. Mr. Coleman explained that the Nlcolon pavement was about to be lull there, and that true economy suggested the previous lading of this footway ol uuiform width. It was referred to committee, with instruc tions to report at tho next meeting. Air. Bumm ottered a resolution of instruction to the Chief Commissioner of Hish ways to permit the Philadelphia and Baltimore Steamship Com pany to erect a structure on the rim wharf above Arch stiuet. The business of the line has become so extensive that oue wharf is inad equate for their accommodaiion. They have leased the pier next to the one they occupy, upon which a building Is necessary for tlie pro tection of the valuable freight at all times piled upon (heir piers. Alter the above explanation by Air. Bumm. the resolution unanimously passed. The Steam-boiler Inspection bill, as amended by Common Council, was takea up. The Chamber went into Committee of the Whole, Air. f arlow in the chair. The amendment making tbree Assistant In spectors, instead. of lour, was concurred in. Section 8, providing that the Chief of the De partment shall be supplied witU five sets of testing apparatus, was amended to read "Ave sets of accurate guages." In the various other amendments the Chamber concurred, and the bill passed finally. The bill making appropriations tor 18G8 to the Controller of ttie city w9 taken up and dls cufsed, and then postponed for the present. Air. Smith moved to reconsider the Steam boiler bill, which was agreed to, and again de bate opened. Air. Smith moved to amend by requiring the Inspectors to pass examination before the Supervisory Committee, and tixinir the salary jof the clerk of the department at $1200 per annum, and that of the messenger at $900. a he bill w as then passed finally. Air. Ritchie called up the bill providing for the purchase for school purposes of a lot of pro'ind on Locust street, near Fifteenth, of 20 by 105 feet area. The price atked is $12 per io. t. A motion to postpone for two weeks was de feated. Another motion to postpone fr one week was made, when Air. Franci-cus moved the previous question, and being sustained, a vote was token on "Shall the main question now be put?" and no quorum answering', a call of the house was marie. A meeting of the citizens of Eleventh Ward favorable to the nomination ol U. s. Grant for the Presidency was held last evening, at tao public house, comerof St.John and Button wood streets, for the purpose of forinii)2 a Grant Club. James Porter was appointed President, and Colonel James Brady was appointed temporary Secretary. A coniaiiltee, was appointed to drait rrsolutions looking to a permanent organiza tion. Resolutions endorsing General Grant lor the Presidency, and recommending the forma tion of a Grant Club, were adopted. After re marks from several 0f the gentlemen, the meeting, on motion, adjourned until next week. Mr. P. B. Simons, President of the Association, presided, and the proceedings were opened with prayer by Rev. I)r. Newton, Rector ot tho Church ot tlie Epi phany. During the evening addresses were made by Lr. Newton, George II. Stuart, Matthew New kirk, William O. Crowell, John Wanamaker. Mr. Godfrey, and others. Presentations were made during the evening to Air. Alarttu of a beautiful casket, filled with gold dollars, from the em ployes of the Sunday School Union, and a hand some amount of money, besides many articles of value. The presentations were acknowledged by Air. Alartin in a brief address. The company 1hen withdrew to tho upper hall, where a colla tion was served up. A large number of l:idic3 were present. Tub Colored Beneficial Society. Last evening tbe J. Walters Benc3c!al Union League gave their first grand anniversary at Masonic Hull, South Eleventh street. At au early hour the exercises were commenced, a very respect able audience being iu attendance. The excr etes were opened by the Delmonico Brass Band playing a variety of their most excellent and popular airs. A number of interesting ad dresses were delivered by Professor A. Al. Green, James Walters, Esq., P. A. Hall, Rev. Elisha Weaver, Stephen smith, and Rev. J. A. Williams. Not tbe least attractive leatureof the occasion was the fable spread and well filled with a choice variety of the good and seasonable dain ties of life, and so well adapted to the proper felicitation of the inner man. The Walters Beneficial League promises to ba no inconsiiie- lable auxiliary to the many other sural and benevolent associations among the colosed peo ple oi mis cuy, and considering the obiect they have iu view, we wish them great success. The Park Commission.
