Streams or stagnant water long enough to take

water for a minute or a minute and a half.
In inhabited places Vessels of water may be
procured for this purpose, and the feet kept
in till the sensation of heat or burning has
disappeared. If any blister form, a thread of
wool or cotton should be passed through it,
and loosely tied. Thus the lluid escapes, but
the epidermis is preserved a precaution by

Excoriations are best treated by a soft oxide
of ?inc ointment (made with benzoated lard
and a little glycerine). The shoes should be
Boft and supple, although sufliciently thick.
A dt zeu or two small nails in the solo, where
it wears most, sullice to preserve it. The
leather may be softened by rubbing a mixture
of linseed oil and oxide of lead or of lard.
Stockings should always be worn.
Shrkwd Way oh Catching Thieves. The
I'aiis papers reveal a new style of theft by
which jewellers are losers. The thief enters
the shop of a dealer in diamonds and pearls,
and asks to Bee some small unset stones, lie
is well dressed, and wears colored spectacles.
The stones are laid before him, spread ou
paper, lleiug very near-si;bted, as bis glasses
prove, be id obliged to biiug bis eyes so near
to tbe gems tbat be can pick them up with
the tip of liis tongue, and be keeps them, in
his moutb until out of tbe shop. If be fears
detection, which seldom occurs, be swallows
Lis treasure whence the slang name of
"Swallow it raw," given to this class by the
thieves' fraternity. One of them was caught
tbe other day. The diamond merchant, put
upon bis guard, said be had no Htiiall stones,
but would have a large supply the next day.
A policeman was . iu waiting: the diamonds
were laid out upon paper previously impreg
nated with an extremely bitter drug, which,
when the thief put his tongue to them, acted
so violently on hia sense of taste that ue in
stantly rejected what he bad just taken. The
policeman appeared, and tbe thief was taken
in the act.
Opium Eating is Ekglakd. Dr. Hawkins, of
King's Lynn, baa published an alarming re
port respecting the prevalence of opium eat
ing in tbe fen country, iu Kncland. Oue Lynn
chemiBt sells an average of one hundred aud
seventy pounds of solid opium tn the year,
besides correspoudingiuautities of laudauum.
Indeed, it is said that half the quantity im
ported into England ifl consumed iu Lincoln
shire, Norfolk, and Leicestershire. The re
onlt. is a ereat mortality of children, and a
marked degeneration of the human race in
those districts.

Hi. Jannarins rose earlier than usual, and at

several (dreams, which, flowing thioupb lime
stone formations, discbarge their waters Into
tbe river at and above Heading, and even at that
place the water has been found to test alkaline."
In reierenre to impure drainage In the Tiver,
it is stated "that much the lareest proportion
of objectionable matter Is now thrown into the
liver at Manayunk, both as town draluape aud
refuse from mills, of various characters, and as
this Is the hiphest point upstream where we
find Impurities in lsrte quamitie floin into
the pool, the first question to decide is as to the
practicability of pieventlng this sewnue pollut

siale that this matter could bo carried ott by a
eewcr along the eastern shore of the river.
As to the supply of water, this report states
"that is found tbat tbe increased demands for
water do not obey tbo same laws ai that oT the
por ulalion, ench jear showing that a larger
supply is required than the acces.-ion to the
uunibcr of inhabitants would appear to indi

hint fen jeais precedit g lbCO was about 7070, at
whu;b rate the population now would be 788,871,
and, taking tho ame rale of Increase for the
next twerty years, we should have In 1887
a population of 2,278.(180. The Increase in the
quantity of water supplied in the last ten ycurs
has been about 88 per cent., at which rate the
average supply in 1887 would be 92,725 760 gal
lons per day, and the maximum required during
the tummer months would probably be H5.G22.
3C7 palloDS per dav."
The flow of the "Schuylkill has been set down
at about 400,000,000 gallons per day, but during
ten months of the year would probably be at
least five times greater. The report estimates
the available waters of the wholo valley of the
river to be fifty per cent, of the annual rain fall,
making tbe whole flow equal to ninety billion
cubic feet a year, or an average of eighteen mil
lions per day. It is suggested that this waste
water could be made available by establishing
P0i Is or lakes of storage at several points oil
tho river, in which the superfluous waters could
be kept for gradual use.
The committee, in.conclusion, offer the foil dw-
inp suii(fcHiiuus:
first, liy the construction of a sewer from
Manayunk to a point below Fairmount dam.
.second. By the improvement of the water-
power to its fullest extent.
Third. By the erection of large auxiliary
engines, lobe used during the dry weather of
summer, which might to some extent be so
arranged as to be able to raise the water from
below the dam, in case any accident should
occur to that important structure.
fourth. Additional eneines ot Wee size ut.
