An important proposi tion has lust bCCU Started bv influential Uemih. licans, which seems to meet with considerable favor, and mav have a controlling influence upon the action ot CoDgrc9t at the approach- session, anu upon tne next Presidential election. It is that a Congressional committee shall be appointed, by the consent of all Sena tors ana itepresentativet who concur in the pro ros.ttou. to wait upon President Johnson. and request him to stute definitely what plan ho uaa 10 suuuiit ior tne speouy reconstruction Vila admission of the Southern Slates, as be has hitherto apposed every policy that has been initiated by Coonress. They presume that he has a definite practical plan of reconstruction in nts own mind whicn no believes would oe cil'i ctive and which would meet his approval. Tl.ey would then ascertain to a ceitainty whether there is any possibility of the legisla tive and executive branches of the Government haimonlzing on a policy that would restore the ex-Hebel States to representation before the next Presidential election, or whether the country must remain in Us present condition until these two branches shall be brought into accerd by the decision of the ballot-box in I8ti8. Attempts have before been madeio patch tip a compromise between the Prcsidont nnd Congress, but they have been only individual volunteer efforts. The proposed movement contemplates the coticttireace ot a sufficient number of Repuolieaus to secure a majority of each house should auy agreement be possible, hud tho application to tlio President will bo lonnal aud auihorltatlve. It origluates with those who fear that lanpt'Hchnient may brlnsf a dcMiuctive tiuani'inl crisis upon the country, nod is ald to meet the sppioval of Hen ttor Morpan, of New York, uml oiher representa tives of constituencies particularly concerned in the financial prosperity of the country. Oucen ot the Turt. and tlio btilliant trotter Mountain Bot, attracted la tho Union Course yesterday one ot the Urgt patlicrins ot the season, numbering about 2K)0 Venous, not ooeof whom wore crinoline. The ppin e allotted to carriages outside the trtck wm crowded with stylish equipages, and the field also hi Id agoiMily number of them. The betting ruen were out in full force, and found in the varying rrols sn excellent opportunity for in di;!jit)g ibeir speculative tendencies. Before thettoland between t'je heats the pool-selltDs; atictionci r bad his hands lull of business, and must have realized hamlsomn sum from the liberal percentage which he deducted for hut trouble. Lady Thorne was at first the favorite, though not at long odds, lor the gallant contest which Mountain Boy made asrtlnt her last week on the Fabhton Courne was too fresh in memory lor that. A gieat oeal of mouey was laid out at this time al the odds ol 100 to.75 on tho Lady. Alter the Boy had put a heat to his credit, however, betting changed, although the bickers ot the lanky m-tre were so confident of her powers as to lay their money at evens. Mountain Boy had the call in the betting, and although, the majority of t tie pools sold with even figures, lie had the most supporters, and gradually ad vanced ia favor until he whs held at 100 to 9.1. After the serond heat few were so poor at to do licr reverence, and tho hedgemen wildly endea vored to Ret their moDej back by laying 9 to 2, aud 5 to 1, on the Boy. After the usual preliminary exercise the horse came up the home stretch for the first Heat, with Mountain Boy on Inside. After one nnsuccesslul attempt at starting Mountain Boy going up on approaching the scot e, they eot off, with the horo a length in the lead. The roare broke up almost instantly, went around the turn and passed the quarter w ith ber leps rnannmvrinir wildly in the air. By the time the quarter was reached the Boy bad put at least eieht leugrhs ot day'dght be tween them, nnd bad aseetning chance of ending; the raco by a distance. But the Lady came to her feet lu time to prevent this, and gained gradually; for McLaughlin, as soon as he saw that he could not distance the mare, eased his horse and let his ndvantaae ground gradually decrease. The half was passed In T13, the Boy leadlus bv five lengths; the qusrter bad been made in 35 seconds. At the three-quarter pole the horse kept bis load, but was eased up on ttta home stretch, and won by tliree leuetbt in 2'2S. Second Heat. The word was riven on the first trial. The Boy pd by a neck, and on rounding the turn increa-ed this to a length, which ad vantage he bld handily throushout, the Lady, who was ovidently all out ol noris, never being aolo lo pet nearer. The quarter and half were passed in the e1-w time of 33 seconds and 1-17, but the next half was thebttH ot the race, the Lady making her strongest effort. But It was 110 use, and on connug up the home stretch Bhe went uo wildly and crossed the score on a run, a length in the rear. The tlmejof tho last half was 112, and of the heat, 2'29. JTtird Heat. This was much tbe same as the second. An even start was etiected; at the quarter the Boy led only by a neck, the time being 37 seconds; but before reaching the half mile palo he had his old advantage of a length, and the Lady again loses her, but on the home stretch he won by three leneths. i'lmc: 2'29, the fin-t half being trotted in MO. It was evident, in this race, that Lady Thorne was not herself; ber long, swinging stride wm there, but the speed was not, and Mountain Boy must defeat her again, and in better time than 2 24, before her friends will be satisfied of his superiority.
