that shall be made for tbe construction of a

thereto such contracts must be preceded by an
appropriation duly made by Councils, and that
any loan required to meet the amount of such

acts of Assembly regulating city loans. The
application closes as lollows: .
"That by reason of the late civil , war, the
cost of materials and of labor has so mucb. In
creased that it has not been practicable, at any
time t-ince the lGth day of May, A. D. 1861, to
construct the said bridge tor the sum of $250,000,
and, by reason ot the said Kebellion, the city ot
Philadelphia has incurred so mauy and so largo
expenditures . at to seriously embarrass its
finances, impair Its credit, and to render the
construction of said bridge at any time since
said date both improper and impracticable,
and that the levying of the whole cost of con
s' ruction of said bridge upon the city ot
Philadelphia will be an imposing upon it of
more than its share ot the tuxes necessary to
be assessed and levied for the construction
thereof.
"That unless said defendants, acting as such
commissioners, are restrained by the order of
this honorable court, great and irreparable loss
and damage will be sustained by plaintiffs; that
an attempt to add so largely to the public debt
of plaintiffs, without their consent, will greatly
impair the value of their public loans. and greatly
increase the cost of raising funds by loan, for
their future need.
"Your orators aver and chiirge that the said
acta of April 6, 1866, and of April 6, 1867,
are in violation ot , the Constitution ot this
State."

regular meeting of the Guardians of the Ponr

number in the house on Saturday, July 6, 1867,
8808; same time last year, 2838; decrease, 30.
Admitted within the last two weeks, 192; births,
8; deaths, 21; discharged, 110; eloped, 31; num
ber granted lodgings, 46; number granted meals,
170. Total number of males In the house, 1183,
and femaleB, 1625; number of males and females
in the Insane Department, less assistants, 665.
The Out-door Agent reported having collected
for Bupport cases, $652; emigrant tax,$628.
The Steward reported the house receinta
at $43-26.
The Board of Visitors reported having ex
pended tor the month, $95741; $143-41 tor medi
cines; $784 for groceries, and $30 lor coal. The
Board also reported that 366 Americans. 646
foreigners, and 1027 children, making a total of

A resolution, instructing the committee to re
ceive proposals for SUODlvins the Almshouse
with meats during the comma vear. and to re
ceive proposals for furnishing eighty cords of

are to be obtained tor Fairmouut Water Works.

It is proposed tbat the Turuine wheels offered
for the nurnose be submitted to an actual test,
by the Chief Engineer, in the presence of the
owners, and the committee on Water of Coun
cils, and that the merits or defects of each of
them be specifically and at once pointed out.
The jury selected by the Court to assess the
damages on the property lying between tne
Beading Railroad, Fairmount and tbe Park, have
organized by the election oi William Neal as
chairman. The jury will meet at the Park in
Beptember, for the purpose ol viewing the pre
mises.

Tnn Girard Estate. The property No. 1111
unesnut street, oeiongmg to the Girard estate,
has been obtained possession of, and will be
converted Into a handsome (-tore. It will have
two additional stories placed on it, and run
back to the rear alley, making the dimensions

The properties Nos. 1115 and 1117 it was Dro-
posed to consolidate, at an expense of $25,000,
put the bill has been recora mitted to the Com
mittee on Girard Estate for further considera
tion, Common Council being unwilling to
assent to the terms of the original ordinance.
The property Mo. 1117 cannot be obtained do-
seteioD ot until next October, so that there is
time lor a further examination upon the part of
Councils as to the best disposition to make of
tue properties.
Thb Fikanck Committee. Last evening the
Finance Committee ot Councils held a meeting.
The question ol collecting all outstanding

It was moved to report an ordinance to
authorize the City Collector to oroceed to col-
lect all unpuld taxes according to the act of
iKisituure oi iom. a aeoate arose as to tbe
means by which tbe taxes should be collected.
Mr. Marcer called attention to the act ofisr.fl.
authorizing the Receiver ot Taxes to appoint
a solicitor.
The Committee directed the chairman to re
port a bill authorizing the City Solicitor here-
aiter to collect an aennquent taxes. ;
Corner-Btonk Laid. The corner-stone of
the Oxford Presbyterian Church, at Broad and
Oxlord streets, was laid at 5 o'clock yesterday
afternoon, in tbe presence ot a large number

Boys Drowned. James Phillips, aged ! nine
years, and residing at No. 607 . Seventeenth
street, was drowned yesterday afternoon, at 2
o'clock, while bathing in a pond at Twenty-

named James Fields, aged twelve years, and
living at No. 1232 Sorrel street, was drownod
while bathmg at pier No. l, port Richmond,
The body was not recovered. ;
Thb Tax ok Mortgages. The Mayor has
signed the resolution passed by Councils, "That
it Is inexpedient to lay any tax whatever on
mortgages, believing that money at interest
should command six per cent, to the lender, and
anv attempt on the part of Councils to tax secu
rities would inevitably tend to depress real
estate and drive capital away from our city."

enlarging the office of the Prothonotary of the

Leave Rising Bun at 5 16 and Oxford at0A.Ll
and leave Oxford at 8-26 P. M.
A Market Train, with Passenrer Car attached, will
run on Tuesdays and Fridays, leaving th Mining Bun
at 11-16 A.M., Oxford at 12 00 M and Kennett at POO
P. M connecting at West Chester Juuotton with a
Train for Philadelphia. On Wednesdays and Satur
days trains leave Philadelphia at 2 80 P. M., run
lng through to Oxford. .
The Train leaving Philadelphia at 718 A. M. 00 n
sects at Oxiord with a dally Hue ot Stages for Peach
Bottom. In Lancaster county. Returning, leaves
Peach Bottom to connect at Oxford with the After
