The facte teem to be that the workmen upon the bnildliK have been annoyed almost nnendnrabljr by boys, who take boards to "see-saw," and lire constantly climbing board plies, periling Ufa and limb, and embarrassing the workmen in many ways. The only method or getting rid of this warm of youngsters Is to call for a policeman, . and in (his locality a policeman' beat Is literally a journey In extent. There was an Inquest held on Saturday, by Uoroner Llantsls, upon the body, and the testimony annexed tells the story. Some of tbe cbildien were of years so tender that they were not admitted to the witness stand. One little girl, when asks i v hat was the penalty for the commis sion of p-ijury, replied, I go to the 'tntlon honse." . The first witness was a boy abont ten years of age, named Francis Pratt, who made the following statement: Tommy and I were getting a drink at the hydrant; I told Tommy to start the hydrant on for me; then a man threw a piece of brick. The witness was asked who that man was, and on looking aronnd pointed oat Allcutt, who was sit ting In tbe room. Uecontlnned by saying: lam sore he was tbe man; he threw It at Tommy and bit In tha left side; lie walked a short distance and fell down; he was trying to gel np, bat fell down; a crowd of women then came up and took him Into a boose: 1 went down home; when Alloutt threw the brick he was standing at the end of the build ing; he hallooed at ns first, and threw a piece of dirt, which hit me; then he picked np a piece of brick which bit Tommy; I saw him pick It np; when Tommy was struck he tried to cry but could not. John Fletcher said: lam between ten and eleven years ot age; I saw Allcutt strike Gallagher with a brick-bat; I was with Pratt and Gallagher getting a drink of water at the hydrant when Allcutt took up the brick and threw It; I saw him pick np the brick bat; Tommy fell down when he was struck; there was no other man there. Joseph McMlchael sworn I am nearly ten years old; met Prank Pratt and Tommy Gallagher coming oyer tha lot, and I asked what was the matter; he said one of the carpenters struck him with a brick; I asked what for, and he said he was going to tbe hydrant to get a drink; I asked Pratt where be had been; he said he had been at Carpen ter and Eighteenth; Tommy then fell, and said he couldn't walk any longer; Frank tcld him to get np and try to walk, and get home before dark; then be tried to get np, and fell down again; Tommy ' then vomited blood; a lady picked aim up and took him into Mr. Thomas' hoae. Ellas Thomas testified that after the occurrence be took tbe child Into his house, where he died. Airs. Pelt deposed that while she bad Gallagher In ber charge, after being hit, be stated that the man at the building had bit bint In the stomach with a brick. Robert Hines, affirmed I was at the bnildings working; beard Mr. Allcatt halloo at the bays; Said no attention to it; did not know that anybody ad been hurt until some time afterward. Thomas Hannan, sworn Was working oa the building at the time; I saw Allcatt throw a piece of dirt about the size of a walnut; It did not hit any one; It was thrown in the direction of the hydrant; the boys did not run then. James Carey, sworn. I was present at the time; Mr. Allcutt hallooed two or three times to tbe boys to get away from tbe hydrant; he then picked np a piece of dirt and threw it toward the hydrant; did not see him throw a piece of brick; when he threw tbe dirt the boys ran away; Allcatt might bays thrown a brick without my seeing him; did not bear of any boy having fallen off lumber. Br. Sbapleigh affirmed that he made a post mortem examination of the body of deceased; there were no external marks of violence on the body: the spleen was extensively raptured; the cavity of tbe nbdomen was filled with blood; death was caused by hemorrhage; this must have been the result of a violent blow; a piece of brick would have caored It; a piece of dirr, the siza of a wal nut, would not. Tbe jury then rendered tbe following verdict: That tbe said Thomas Gallagher came to bis death by violence (a blow in the stomach by a brick) at tbe bands of Howard Allontt, in Carpen ter street, above Eighteenth, June 14, 1867." The prisoner, who had been In custody since Friday evening, was then committed to prison by tbe Coroner. The Regatta on the Saturday, and the Review of the Schuylkill Nayy To-day. The following slx-oarea boats were In line precisely at the hour named for the first race: Atalanta, of the Undine Club; Faugh-a-Ballagh, of the Philadelphia Club; and Hiawatha, of the Malta Club. The boats started well together, and the race throughout was well contested, adding much to the excitement of the occasion, and when the Atulanta came in ahead the cheer ing of tbe crowd was almost deafening. Tho distance passed over was three miles, and the time was as follows: Atalanta, 18 minutes 59 seconds; Fangh-a-Ballagh, 19 minutes 7 seconds; and Hiawatha, 19 minutes 45 seconds. The second race was between the lour-oared outripeer boats Onward, ot the Neptune Club, and the Cjpnet, of the Quaker City Club. The Lotus, of tho Bachelor Club, which was origi nally entered for this race, was withdrawn the day preceding in consequence of the sickness of one of the crew. This race, like its predecessor, was closely contested, the Cygnet winning in 20 minutes 10 seconds; the Onward's time being 21 minutes 19 seconds. All th9 races during the past week have been manaeed with great skill by the Commodore, Mr. C. Vezin, aud the Vice-Commodore, Mr. ThJT'grnnd review of the Navy is announced to take place this afternoon, at which time Dodsworth's band, of New York, will be present.
