Section II ilualiflcatlons of the Inspector. Tbe Inspector shall be a person who has had praotice in tbe construction of steam engines and boilers, and who possesses snch knowledge of bracing and thickness of Iron to safely withstand given pressures, and of the general designing ot steam boilers, together with experience in their management, as will enable him to fulfil tbe duties of the position. Section III Duration in Office of the Inspector. Tbe Inspector shall enter upon the duties herein after directed to be performed by him on the first Monday of July, annually, aud shall hold nntil his successor sball be duly qualified. ' Belore entering npon the duties of his office he shall give bonds In tbe sum of 910,000, with secu rity, to be approved by the Mayor. Section IV Appointment of Assistant Inspec torsTheir Duration in Office, Removal, tea. There shall be four persons, skilful and compe tent, appointed by tbe Inspector, with the appro val of the Mayor, to act as Assistant Inspectors; and the said Assistant Inspectors shall enter upon the performance of their duties Immediately npon such approval, and bold nntil tbe termination ot the time of holding of the Inspector appointing tbero, or until their successors be appointed, un less suspended by said Inspector, and with the approval of the Mayor removed; and no suspen sion or removal shall be made except for cause. Section V Providing Subordinate Officers. The Inspector sball employ one competent work man to aid each assistant, aud shall employ one clerk (who shall also be a draughtsman), and one person to act as messenger to his office. - Section VI Providing Office Rooms. There shall be provided and allotted to the In spector, by the Committee of Councils on City Property, one or more suitable rooms to be occu pied as an office. Section VII Providing Official Seal. The Inspector shall cause to be prepared, and, With tbe approval of the Mayor, shall adopt an emblematic teal, to be used in the performance of his duties. Section VIII Relating to Proving Instruments. The Inspector shall procure five sets of accurate gauges, pumps and other testing apparatus, and cause proper arrangements to be made for their preservation in his office. Section IX Relating to Stationery, tec. Tbe Inspector shall procure suitable record books, certificate blanks, and other stationery needed for the archives and business of bis office. Section X Providing Transportation. The Inspector, or any of his assistants under his order, la empowered to incur the necessary ex penses of transportation. Section XI Registration of Steam Engines and -. Boilers. The user or users ot every stationary steam en gine and steam boiler within the limits of the city of Philadelphia shall, within thirty days after no tice, pubiuned in the newspapers by the Inspector, report in writing to the office of the Inspector the location of every snch engine and boiler in use by him or them, and the business or purpose for Which the said engine and boiler is used. The user or users shall in like manner notify tbe Inspector of any new steam engine or steam boiler proposed to be erected or operated, so that the same may be Inspected before using. Section XII Duties of Inspection. The Inspector shall, by himself or his assistants, , at least once in every year, examine personally each stationary steam engine aud its pipe connec tions, and shall determine upon the safety and competency of the same, at the pressure and speed - sped tied in his certificate. lie shall in like manner examine each stationary team boiler with reference to tbe following par. tionlars: 1. Tbe setting. 9. The form and con struction. 3. Thickness and kind of plates em- . ployed. 4. Their apparent condition as regards lm perfections, wear or injury. 6. In all new boil ers he shall require that each sheet shall be stamp, ed with its maker's name, and the quality of ma terial, in accordance with the inspection laws of tbe United States for steamboats. He sball also Inspect tbe feeding apparatus, to gether with the various attachments required to be placed on tbe boilers, and their pipe connections. . He shall also test each boiler by hydrostatic test, to a piessure one-third (),) greater than that at which the boiler Is to be used as specified In his certificate. Tbe charges lor Inspection which shall be paid by tbe nser or user of engines and boilers In uje by any single person, firm or company wblch may be Inspected In one Inspection shall be as follows, vis., for all the engines the sum of three dollars (S3) and for each and every boiler the sum of three dollars (93), with the addition of twenty oenta (tfOc) per square foot of grade surfaoe; provided, that when any boiler or boilers are heated by the waste heat of furnaces, the proper grate surface sbsll be estimated and cer tried by the Inspeotor, and settees assessed thereupon. Seotion XVI Salaries. The salary of tbe Inspeotor sball be for the time he sball hold office at the rate of four thousand five hundred dollars (f 1500) per annum. Tbe salary ot each Assistant Inspector shall be for the time he may bold office at the rate ot twelve hnndied dollars (I200) per annum. Meetiko of the Gettysburg Battle-Field Memorial Association. A meeting of the Phila delphia Local Committee of the above society took place last evening, at the residence of Henry C. Carey, Esq., on Walnut street. The association numbers now 530 members, scattered throughout the State. Theobject of the meeting last evening was to raise five thousand dollars, to complete the purchase of the battle ground.
