Any demurrage or other charges to which the Navy Department may be subjected from delay lu the prompt delivery of the coal by the eon tractors, will be deducted from their bills. The price must be for the ooal delivered on board vcbrcIs, on the terms and oondlttons above stated, at the contractor's risk and ex pense, and without extra charge of any kind. The oiler, as required by law, must be acoom paiiled by a written guarantee, signed by one or more responsible persons, to the etrect that Ibey undertake that the bidder or bidders will, if bis or their bid be accepted, enter into obli gation, alsuch time as maybe prescribed by the Bureau, with good and sufficient securities, to furnish the supplies proposed.
