It has been discovered, alter u few days rf watchinp, that a lad named William II. Jones has been receiving money from his employers, Messrs. Drexel & Co., npon forced bills. These bil'iS purported to be for telegraphic messages sent over the wires of the Western Union Telo craph Company. The discovery was made In this way: A bill fur $38 was presented and paid at tbe banking-bouse, and it beinfr kDown that most of the extensive telegraphing of the tirin liad been done through the brokers' Telegraph Company, the lnrpenens of the bill excited sus picion. An examination disclosed the fact that the bill whs a loi scry. A conference was then had with a special detective olllcer ; at his sug gestion it was concluded to await tho return of the lad, as it was rightly supposed he would present another bill. Upon his doing so, the money was paid, and he was followed to a lot tery policy shop in the neighborhood, and wus arrested in the act of spending a portion of it lor policies, no less than iiiteeu ol' the thirty eight dollars. The youthful forger then made a clean breast of it, confessed to the perpetration of numerous forgeries, and said that most of What he had obtained had been expended for policies. From his statement, it appears that he had been employed in the ollice of the American Telegraph Company until it was con solidated with the Western Union, when ho was sent to the office oi the latter. At this time he conceived the idea of presenting a forged bill on the firm of Drexel & Co., and, succeeding iu it, he kept on. Younsr Jones was taken befoie Alderman Beitler, and, upon evidence ot the forgery, was held to bail to aDswer. . On his information proceedings were commenced against the policy dealers, aud David Bhuman and William A. Complaint was made against two others, who were released on a promise to enter bail on Monday, which, we learn, was not done. The resolution, after some discussion, was agreed to. The committee to whom was referred the subject of removing the house on the wharf, reported that the value ot the building would not warrant the cobt of its removal, aud that the inundations were not so sudden as to pre vent the removal of the occupants in time to prevent danger. The report was adopted. The usual requisitions were granted. Ad journed. Farewell Sermon of Very Rev. C. J. II. Carter. A highly interesting and affecting farewell address was delivered at the Church ot the Assumption, ou Spring Garden street, below Twelfth, ou Sunday morning last, by its Pastor, the very Hev. V. J. H. carter, iormeriy vicar Gcneral of the Diocese, in the lifetime of Bishop Neumann. Father Carter iDlends starting for Europe during the present week, in company with Bishop Wood and other distinguished ecclesiastics. The Church of the Assumption was built about nineteen years ayo, chiefly through tho eil'otts of Father Carter, who a year previous to that period had crossed the Atlantic, and on his return, during a very severe and teiritic storm, in which two of the snip's crew were killed by lightning, vowed to erect a church it he reached the American shore in safety. This vow he has fulfilled, and tho church, which has, ever since its erection, been under his management, is now in a remarkably prosperous coudition. The church, parsonage, paroeuial school, aud young ladies' acaaemy buildings are all entirely free irom debt. The reverend gentleman hopes to return to Philadelphia in time for the feast of the Assump tion, on the lfth ol August next the nineteenth anniversary of the dedication of the church. The members ot the congregation have pre sented their reverend pastor with a handsome oll'ering, in toKcn of the love and esteem they enttrliiiu (or one who has to long labored witu earnestness and devotion in the cause of reli gion. The Committee on Law of Councils held a meeting yesterday alternoon, for the purpose ol considering the molutiou adopted in Common Council on Thursday last, Instructing the Committee to ex amine into the elegibiiity ot Frederick Van Clove, E:-q., recently appointed A'sistantClty (rclicitor. Alter tonie discussion, Mr. Wagner, chairman, decided tnat the Committee on Law had nothing to do with the subject, as the ap pointment bad be?n made aud confirmed by teiefzt Council. An appeal was taken nora the opinion of the chair, and the ap peal was sustained by a maioury ot the mem bers. Subsequmtly a resolution was adopted instructing the chairman of the committee to report a resolution declaring Mr. Van Cleve in eligible to the position. To Be Immediately Improved. The follow ing streets have been ordered to be graded torthwith, for the purpose of aiding in the im provements now being made in the locality: Susquehanna avenue, from Seventh to Franklin; Diamond street, from Seventh to Ninth street; and Franklin street, from Susquehanna avenue to Diamond street. Contracts have already been entered iuto for the construction of several hundred houses on the above-named streets. New Market Houses. The Commissioner of Markets will issue proposals some time this week for tbe erection of two market houses on Girard avenue, between Seventh and Eighth streets. These markets when completed will be devoted exclusively to stands tor farmers. Tavern Licenses. The City Commissioners have thus far granted tavern licenses to about 2800 applicants. The lime for obtaining licenses ceases on the 1st of June. The entiro number of houses licensed la 18G6 was nearly 4000. CAMDEN AFFAIRS. An Excursion Riot. Yesterday afternoon the "Mozart Miennerchor Association," of Phila delphia, visited the Diamond Cottage, in Cam den; for the purpose ol having a day's enjoy ment. The fee of admittance to the grounds was twenty-five cents. About four o'clock in the afternoon three Camden roughs approached the gate and iwere walking inside the grounds. when the gatekeeper demanded a ticket or its equivalent. Tbe answer ho received was a blow behind the ear from ore of the party, named Bdward Uoldeig. A number of the mem bers of the association then pitched into Goldeig and beat him terribly, cutting his head open. Another ot the trio, named Goorge Vanderslice, then jumped In "to help his friend;" but tbe members chased him off the grounds. He was captured by Officer Samuel Owen and conveyed to the Mayor's office. Goldelg was subsequently taken by Officer Johntry. They both had a hearing and were fined. Malicious Muschiep.
