MISKTINii OF CITIZENS. Last Tuesday a meeting of largo citizens was held at the Hoard of Trade Rooms, for the purpose of forming a Society for the Preven tion of Cruelty to Animals. Quite a number of ladies, with their chignons, were in attend ance. His Honor Mayor McMichael, who has control of the worms in the Squares, presided. On taking the chair the Mayor expressed his hearty approval of the object for which the meeting had assembled, and stated that, in his apacity as City Magistrate, many occurrences ef crnelty to animals were daily under his observation; that he was continually pained j seeing the large lager-beer teams, besides being loaded with their barrels, to have in addition to haul one large Dutchman each as driver, who, in his ppinion, was a load in himself for any two-horse team, particularly when full of lager, as they generally were. He eaid that, in co-operation with an association formed for the purposes proposed, he would instruct his detective police not to catch goats hereafter by their tails, and the dog-catchers not to choke the dogs to death before they advertise for their owners. A gentleman offered the following resolu tion: Resolved, That (he citizens of Philadelphia here assembled have witnessed, for many ye. irs the increased means of torture adopted by the' city authorities towards the little summer worm that revels in our public squares; and that, after persecuting them with brimstone washing them out of their homes In their Infancy, by turning on them a full sin am of cold water fromasteain s(iuirt;tryin todomes ticate sparrows among them, whose known mo.io of warfare, in the languugeof trie Declaration of jnuepenueuce, is luuiscrimimiie siautjlitor- and the last fowl critsade against the Uuclng to their acquaintance Chickens of both Hexes, wnen it. is www nuun mey will lie as uu ce remoniously eateil as a l'atituoiiutu mission 'ftrV, calla for the condemnation of all ruiut- mlnueu men. Resolved. That a committee be npnointed b r the Chairman of this meeting to visil tue i.-Joal Pound" every morning, ami see that I he ie.tu tives provide for these agile animals box s-;, old wheelbarrows, or other wrecks f ir tn-ni to climb upon, as by these helps ti represent their own native cllll's, they can be happy. Resolved, 'That it is expedient 1 1 form an association whose duty It shall be, pnul mtly and discreetly, to take chignons in hand, and to carefully remove auy animals, kno.vu us "burlakes, that may be there eklm; on: a miserable existence, and provide for 'hem better quarters in car-uushious or other Muta ble places. Resolved, That a committee be appointed to test the vat tons dangerous drugs sold under the name of 'Kxterminatora," and see if the death produced by eating the stult' is "without odor," as the advertisers say, or otuerwlsu. After the adoption of the resolutions, which was done by acclamation, one of the gentle men present made some remarks on the sub ject. He said that in London such a society as the one proposed had progressed so far that they had now done away with all instruments that in any way had tormented animals, which were li t! I II" mm ONCE SO COMMON, and their places had been supplied by soft brushes, or, at the most, with instruments witn coarser teeth. And ne wouiu uy .1 word here for the ladies. Their chignons can . 1 . 1 1 11 .. De cleaned without sulphur. Just soaking for twnty-lour hours iu cold ice water, with a piece of tape leading from the chignon to the edge of the vessel containing the bunch of hair, will allow the gregarines a chance of escape ly that means from the waterfall without kill ing them, while the intense cold will act towards them as nature does towards the blue jayaonthe approach of winter, hinting that they had hctter leave for more congenial tl'mli. (Great cheering.) He referred to the i ! V IIIPIIIPJK'I ilillllll ; . ..r ,...nM. -r. ....... . ....a necessity for horses and other animals, even strongly in the Chambers on having iuterpel 7i x w The sneaker at this r,oint lationa on tho Luxembourg business 1 Yeu the humblest. 1 he speaker, at th s point, ex- stood firm, and got up agitation, hibited an ar'icle that lie Had picked oil lm kitchen roof, that he had no doubt had once ieea PHKD POR TnROWINO AT CATS, . anil WaP constructed to inflict the greatest amount of Injury, for in .10 position can it strike a at "fair," but always "foul." Ob serve, continued the speaker, tho two points and the various angles, increased by a piece being nailed on one side of it, Hying towards its victim like tho boomerang of the savages, but unlike the boomerang, he was sorry to say, it did not return to wound the hand that hurled it. (Immense cheering.) There is nothing to prevent a man from driving a horse too fast, or making him draw a load sufficient for two. I remember, in this city, seeing last summer a pair of horses to a city car com pelled to draw the car off the track, and over the rough cobble-stones up to the sidewalk, to let a colored man get out; and last winter how many of them, without overshoes, trod through the salted slush, until their feet would pass for "soused" in any respectable restau rant 1 He would also refer to horses that stand all day long at the various hack-stands, while their drivers can lay in the cab asleep, with their legs hanging out of the window. He would move that each pair of horses be PROVIDED WITH SEATS, in order that they may enjoy the dull times along with their employers, ne also thought the brutal custom of putting muz zles on dogs in the very season of the year when they are the most troubled with the "wicked flea when no man pursueth," was a great shame. (Laughter.) Better to send the dogs out into the country, or to the sea shore, at that season of the year. There they could scratch, or get mad and indulge in their hatred of water, without annoying any one, as many of my hearers can testify. (Cheers and laughter.) Another philanthropist then addressed the meeting. He was opposed to making the cows stand out in the rain so much, as many of the countrymen must do; for his milkman, who seems to be a humane man so far as his tin cans go, has brought him milk that, from its appearance, looked as if the cows had been soaked through and through; that their milk was about half water (Cheers, and cries of "That's so"'); and he had given his milk man notice repeatedly that unless he got lM'IA-UUitneit OVEIIC0ATS FOK HIS 00W3, lie must get his milk somewhere else, as he could hardly use thepresent, for thinking of the manner in which the cows must have sufiered during this rainy season. The next speaker heartily favored the for mation of a society for the prevention of - i cruelty to annual. His notice was chiefly directed to the rough manner in which they handle sturgeon tit the Gloucester and otLer ferries. He had seen them taken out of the net while yet alive, and pitched into the boat right on their nose, and lie had seen them pulled around with hooks in the hands of coarse, unshaven men with overhauls on them, and he had seen shad hanging by their gills in the nets, and supposed they had been there all night. He thought fishermen ought to be careful in walking among eels with their boots on, as it took the greatest exercise of their native agility on the pait of the eels to avoid being crushed under the iron heel of the brutal lishermeM. (Cheers.) After examining some policemen as to the best method of handling pigs and goats caught in the streets, and giving suggestions to the detectives, and appointing ollicers, the meeting adjourned. The ladies took off their waterfalls in tlm early part of Hie meeting, and loft without 1 b - I f . .
