If straws have any weight in politics, this one ought to break the Presidential camel's "back. Reported Death of Hon. S. 8. Marshall. The Cairo Democrat of the 3d instant notices a rumor of the death of the Hon. S. S. Mar shall, Representative in Congress from the .Eleventh Congressional district of Illinois, which is reported to have occurred at his home at McLeansboro, Hamilton county, Illinois, a few days ago. Mr. Marshall was detained at Washington several weeks after the adjourn ment of Congress, in consequence of serious illness, but was finally enabled to reach his home. Mr. Marshall has been prominent in the political affairs of Southern Illinois for several years, having been elected Judge of the Shawneetown judicial circuit at the elec tion of lbCX. In lfc54 he was elected to Con gress from what was then the Ninth Congres sional district, and was re-elected in 1856. In 18G1 he was again chosen Judge of the judicial circuit in which he resided. In 1864 he was returned to Congress for the third time from the Eleventh district, and was again re-elected last fall, ly a diminished majority over Gene ral Kitchell. He was regarded as a leader in the ranks of the Democratic party in Congress, receiving the Democrratic vote for Speaker at the beginning of the present session. He was also a member of the House Judiciary Com mittee of the Fortieth. Congress. Th Arkansas Legislature Forbidden to saeruble, General Ord, Commander of tbe Fifth. Mili tary District, has instructed Governor Mur- hey to notify the members of the Provisional legislature of Arkansas, lately in session, that their reconvening is incompatible with the act of Congress to provide a more efficient govern ment for the Rebel btates, passed Marcn , 1867, and that they therefore will not re assemble. The Governor, in agreement with these instructions, has by proclamation de clared the Legislature dissolved, and that any reassembling thereof will be a violation of the Jteconstmction act of Congress. Restoration. The Emperor of Austria has restored to the collateral heirs of General Kiss, who was executed on the 6th of October, 1S4D, at Arad, with thirteen other generals of the national army, amongst whom was the ever lamented Nagy Sandor, Tiirok, and Count Vecsey, the whole of his property, confiscated to the State during the revolution, and valued at four million five hundred thousand florins. . This act will, it is said, be followed by others of a similar character. As the justice of the cause for which these and hundreds of other martyrs were done to death is now admitted ly their executioners, restitution can scarcely o withheld any longer. Investigation of the Cattle Plague. The Academy of Medicine of Belgium offers a prize f $ 250 for the best essay on the cattle plague. Essays will be received till January 1, 1859, and the following are the subjects which must Jae treated: The symptoms, causes, morbid anatomical changes, and the nature of epi zootic contagious typhus; considered with re gard to the different kinds of animals suscep tible of contracting that malady; and the specific character of the various typhoid dis eases with which cattle plague might be confounded. The Debt ok Turkey. The national debt of Turkey now funded and inscribed amounts to 73,400,850. Of this amount 1,818,180 has not been issued, and deducting that sum. together with 2,440,400 which has be en paid off by the action of the Binking funds, it seems that there remains a sum now due of U9,140,270. The charge of this debt at the present time is 3,(570,238 for interest and 1,137,104 for amortization. What proportion of the nominal capital of the debt actually reached the Ottoman treasury will probably never be known. Distress in Cornwall. (treat distress pre vails in the mining districts in Cornwall, Eng land. In consequence of the stoppage of numerous mines and the suspension of ope rations in many others, hundreds of poor families are reduced to great destitution, while the number of unemployed Is tnree tiiousaua. Consumptive Symptom and Palpitation of the Heart. Many persons prouounced as having these diseases fiave, lu fuct, nothing but Dys pepsia, the lung and heart disease being only symptoms. 8th, Cough. This Is a very frequent symptom of Dyspepsia, and leads very often Into con firmed consumption, Otb. Want of Sleep. A very distressing symp tom, resulting from mental derangements. 10th. Symptoms of External Relation. The pa tient Is afleoted painfully by cold and heat, Which is owing to unnatural dryness of skin, and the skin is often atlected by eruptions and tetters. The gloomy dyspeptic avoids society as much as possible. 11th. Vomiting. A frequent and distressing symptom. It relieves the pain, but emaciates and wears out the patient- 12th. Also, a harduess of tbe muscles of the abdomen, which becomes contracted and hard; and in some cases the belly sinks, instead of being gently prominent.
