Last evening the tnal meetine of the Kub-Oomuiitte" on In specting Hteam Isoilers was held in the chamber of Helect Couucil, Mr. R. M. Kvans presiding. A petition was presented trorn practical en gineers, rccemnicuding a board ot practical en gineers to examine engineers, nud cive them a certificate, if capable. Alio, stiireestinir that the views ot practical engineers tie heard before the committee. Also, a communication from William FondVn, covering thirteen paces, closely written, which was not read. Several ordinances, framed by different parties, one of whom recommends a strict attention to common law in forming statutes. Colonel Paee moved to refer all the commu nications to the committee of the Franklin In stitute, and suggested that all in attendance uo before that committee to be heard. The bill now before the Legislature would empower the Councils to create such a board hs mieht be necessary, with authority to control the entire subject. A committee of the Franklin Institute hm been appointed to digest an ordi nance, and thee vaiious documents, together with the remarks of all nractical men who would be invited, would greatly facilitate that committee in their labors. Then an ordinance would be reported wlr'ch it was hoped would protect life and not hamper trade. Mr. William Wilier said the practical nieu had been invited to the Franklin Institute, and had jriven their views as far as was advisable. The Committee appointed, however, was com posed ot the members ot the Franklin Institute, and some of the views of practical men did not seem to meet with their ideas. If that com mittee sat in a ditrerent hall from their own, the practical men would speak their minds more Ireely. He for one did not attempt to make Buch a flowery speech as a theoretical man could, but he was ot the opiuion that the dumbest man in the room could eive new and important ideas. If he was in charge of a steamboat, he rather thoucot the passengers would sooner entrust their lives to him thau to a theoretical man. Mr. Evans said it was not the fault of the Committee that all practical men had not been heard, as they had given every public announce ment possible. Colonel Paee said it was not his purpose to deny a hearing to uny one. in fact, he had heard practical men speak hofore the Franklin Institute on this subject, and be regretted they were not members of it, as they would have adorned it. His desire was to bring the practi cal and theoretical men t?cether, and the in formation derived from each of them would be advantageous and facilitate the creation of a proper ordinance. After that Committee re ports an ordinance it comes back to this Com mittee, who never have parted with their au thority. Then this Committee will hear any one on the subject before reporting the ordi nance to Councils. Mr. Wilier thought the most important fea ture was to ascertain the cause ot boiler ex plosions. Theoretical men would give different views on the subject, and, like doctors, they disagreed. He was in favor of commencing at the bottom of the ladder and ascending. A committee might give a competent man a cer tificate, and yet lrotn some cause the boiler ho might have charse of would explode. The engineer might not be killed, but it would be a well if he did, as he would uever get another ciieiiie to run. Colonel Page said if we were to stop to in quire the causes and effects of things we would never have an ordinance. Mr. Kvans said all the forms of ordinances were from nractical men, and tnere seemed au abundant suilicieucy of them to form one good ordinance. The motion of Colonel Page was agreed to. It was understood that, tu a future meeting of the Committee, all who appeared before it should be heard. Colleoe of Pharmacy. The annual meeting of the Alumni Association of the Philadelphia College of Pharmacy was held yesterday after noon in the College Hall, and was well attended by the eraduates ot this lime-honored institu tion. Various matters of interest were discussed, and it was decided to continue the effort to secure $10,000 towards the endowment of a practical school in connec tion with the College.
