Coleman Sellers, Km., presided, in the ab sence of J. V. Merrick, Kmi., who was unable to be present i 11 consequence of a previous engagement. The Secretary, Professor Mor ton, read the minutes ol the last stated meet ing, which were approved. Colonel 1'age, who w;n present, asked the privilege of making a few remarks, lie stated that, in addition to the two ordinances which the meeting was about to consider, there were ethers, having reference to the subject, in the bands of Mr. Kvans, Chairman of the Sub committee on J. aw of Councils. Mr. Hriisgs also bad one, and it would be impossible tor the Institute to properly compare the ordi nances in general meeting. The better plan would be to refer the whole Kubjeet to a committee of the Institute. All ordinances in reference to the subject could be referred to them. The committee could then prepare an ordinance, a proper one, too, and submit the Fame to a general meeting for ac tion. If approved or amended, it would then j.'o to Councils and be acted upon. Mr. William 15. I.e Van moved that the whole matter be referred to a special commit tee f the Institute. Agreed to. Mr. Williams made a motion that the Com mittee consist of seven gentlemen. This was also agieed to. Mr. Hart made a motion that the Sub-Committee on Law of Councils bo invited to attend all meetings of the Special Committee. Agreed to. Mr. I'.riggs moved that .1. V. Merrick, Ksij., be appointed Chairman of the Committee. Agreed to. A meeting of the Committee on Finance was held last evening, and after the transac tion of the regular routine business, the question of reporting a resolution to Councils asking the Legislature to pass the act provid ing for the erection of a bridge over the Schuylkill, to commence at the foot of Cal lowhill street on the east and l'owclton avenue on the west, was taken up. Mr. Spencer Miller appeared before the Com mittee, and urged the necessity of having a bridge at the point named, and the importance of Councils requesting the Legislature to puss the bill which has been laid before them. After a discussion, in wbicli the members of the Finance Committee participated, the subiect was postponed. The Committee agreed to instruct the Com mittee on Law of Councils, about to visit llar risburg, to have that portion of the Consolida tion actj which limits the power of the city to borrow 1)00,000 on temporary loan, changed so $1,200,000 may be raised -at one time for temporary use. Anniversary op a Missionary Society. The second anniversary of the Juvenile Mis sionary Society of the Sunday Schools attached to the Spring Garden Street Methodist Epis copal Church, corner of Twentieth and Spring Garden streets, was held last evening. The attendance was large, every seat in the struc ture being occupied. The exercises were of ail interesting character, consisting of singing, addresses, etc. The Secretary reported that the total amount of offerings received during the past year amounted to about $1000, the average monthly offering of each class being fctili, against $45 during the previous year. The society is composed of twenty-one male and twenty-two female classes. They hold meet ings every month, on Sabbath afternoons. Commencement op the University. The commencement of the University of Pennsyl vania will take place at the Academy of Music, on Thursday next. The number of graduates of this time-honored institution exceeds that of any other medical college in Philadelphia. Admitted to Hospital. A lad named Jacob Kcklow was admitted into the Pennsylvania Hospital yesterday, with his hand badly cut iu consequence of its being caught in machinery at a bakery at No. 7'i" N. Third street. Slight Fire. The alarm of fire about half- past (i o'clock last evening was caused by the partial burning of the roof of house No. Gol N. Twelfth street. Bedford Street Mission Anniversary. The Select and Common Councils of the City of l'hllndelphla do ortlivln, That the Mtiyor ot Philadelphia be and he is hereby authorized to borrow, at not less than par, ou the credit of the city, from time to time, one million eight hundred thousand dollars, to ba applied as lollows, viz.: J irst. To pay deficiencies, one million Ave hundred thousand dollars. .Second. For the purchase of the Lansdowne Estae. and improvement of the same, one hundred thousand dollars. Third. For a House of Correction, one hundred thousand dollars. Fourth. To pay the Increase in the School Teachers' and House Cleaners' salaries, one hundred thousand dollars for which interest, not to exceed the rate of six per cent, per annum, shall be paid half yearly, oa the first days of January and July, at the office of the City Treasurer. The principal of said loan shall be pay able and paid at the expiration of thirty years from the date of the same, and not before, without the consent of the holders thereof; and the certificate therelor.ln the usual form of the certificates of City Loan, shall be Issued In such amounts as the lenders may re quire, but not tor any iractional part of one hundred dollars, or, if required, in amounts of five hundred r one thousand dollars; and It shall be expressed in said certificates that the loan therein mentioned, and the interest thereof, are payable free from all taxes, bectiou 'I. Whenever any loan shall be made by virtue thereof, there shall be, by force of thin ordinance, annually appropriated out of the income of the corporate estates, and from the sum raised by taxation, a sum sufficient to pay the Interest ou said certificates; and the further sum of three-tenths of one per centum ou tlie par value of such certificates so issued shall be appropriated quarterly out of said in come aud taxes to a sinking fund; which fund and its accumulations are hereby especially pledged for the redemption and payment of said certificates.
