It ifl Bound wisdom to profit by the experience Of others, ami it is natural for a young people, with new institutions, new wants, and vague Ideas in regard to their gratification, to turn to the precedents of older nations and see how they manage their affairs. It is not servile imitation when we draw liberally on the policy of Great Britain. It is only acting like wise statesmen, and availing ourselves of the opinions and lessons of others. It was this spirit which led the founders of our Govern ment to take so many of the British notions into our new political structure; and sound discretion should induce us to use the lessons o'- -lie past of the mother country whenever y. can. She has had a long experience in the conduct of a banking system, and has been, for a century and a half, perfecting the best plan of securing honest officials. We then turn to the rules in vogue in the Bank of England to-day, and recommend the adoption of a like series in our own National Banks. That some reform is needed we suppose all will agree. Within the past week no less than six associa tions, started under the National Banking act, have exploded because of the dishonesty of their officers. In one, a President commences a series of immense speculations, and involves the bank. In another, a Cashier does like wise. And in yet another, a confidential Clerk ditto, aud so on to all the Directors and em ployes. These cases have come to light; how many more may be hereafter revealed can be known to none. It is well for us to ask why it is that the funds are so exposed, and why, with such cer tainty of detection staring them in the face, men will throw away their good name with such recklessness. The cause is not found iu the fact that they have not funds sufficient to meet their immediate wants, for their salaries are enough to keep them from want and to meet all necessary expenses. We tliink that these defalcations were occasioned by a desire to secure a competency for their old age, and to remove the future of want away from the prospect of their active life. Their needs made them spend all they received each year, in order that they might keep up a proper ap pearance. They had no surplus to lay aside and accumulate, to provide for the day when age would no longer let them work. To gain' this sum they risked in a dozen ventures and lost. To cover up this one defalcation an ad ditional series of similar dishonesties was necessary, so that, after years of crime, they are discovered, and have eventually no more money than when they first began the career of guilt. How, then, is this to be remedied? We answer, by removing the inducement by placing such a sum in prospect as will dispel all fears of future want. This is the plan which has been acted upon in the Bank of Englaud for years. Every cashier or clerk who has served the institution faithfully for a certain number of years, is, when he arrives At, old age, placed upon half-pay, aud this gives enough to support him. By this plan an inducement is held out to continued honesty; for, if any misdemeanor is com mitted, he may be discharged before the time of receiving his retiring pay arrives; while, if Jie does his duty for that time, he is safe from all fear of all future want. At the same time no sense of degradation is caused by this pecuniary aid, for it la not a charity, but a payment for services rendered, as the half-pay official still does certain duties which earn his pay. The army or naval officer feels no THE DAILY EVENING TEL EG HA IjlPH dependence when placed on the retired list, and the same process applies to tho bank officers as to those in the service. This plan having een tried in England and found to work admirably, and all other plans having failed here, we earnestly commend to the directors of the National Banks the idea of providing for the old age of their officials. The expense will not be great, and even if it should le twice as much a.s it is, how much cheaper it would be to remove the temptation to perpetrate fraud, by means of such induce ments as the one we p ropose. It is an act of justice and also of sound policy, and as both we commend it. When it becomes general, we nhall cease to bear daily of defaulting officers; for we are convinced that mo t of tho dishonesty is duo to a desire to provide for a winter of want, when age incapacitates these men from active struggles for the means of support. Tub New Law ron the Manufacture ok Distillkd Spirits. The Internal Revenue law, so far as it relates to distilled spirits, was much modified by the late Congress. Its pro visions are rendered much more stringent. The power of the revenue officers iu making seizures and suppressing fraud is greatly in creased. The distillery inspectorship, which proved such a wide-open door for the grossest corruption, has been abolished. Honest did. tillers, if there are any such, will be better protected in their business, and the rascals will have to be sharper than ever in their frauds to escape detection. It is for the interest of the whole commu nity that the liquor business should pay its legal proportion of taxes into the treasury What the fraudulent distiller chisels the Gov ernment out of, is necessarily so much added to the taxes of the honest portion of the com munity. Last year tho distillers cheated the Government out of one hundred millions of dollars. It is to be hoped that they will not succeed in doing it again this year. Missouri. We are glad to see that tho State of Missouri has taken steps for the restoration of her credit, by providing for the immediate payment of the accumulated inte rest upon her bonds. The natural resources of that State are unexcelled by those of any State in tho Union, and there is no good rea son why her credit should not be as high as that of Pennsylvania or New York. A vast tide of immigration is flowing into Missouri, and her surpassing mineral resources are beginning to be developed. In a very few years she will rank iu population and re sources among the foremost States of the Re public. Governor Wells and the Reconstruction Law. GovernorWells, of Louisiana, is inovin promptly for the reconstruction of that State. He has issued a proclamation announcing the passage of the Reconstruction bill, and in forming the people that hereafter all elections in the State must bo held in conformity with the provisions of that law, and all candidates for office must bo such as are qualified by that act to serve.
