George Tkabodt has donated a mil lion of dollars to the cause of Southern educa tion. We must ayold speaking of the conduct ' of the doDor, for fear that we may expose oureclyps to the charge of fulsome adulation, i Tor yeais Mr. Peabody's name has been the Bynomyn of unprecedented munificence. Acting on a principle too often lost sight of by our wealthy citizens, he has decided to be bla own executor, and see that his immense fortune 1b applied to such purposes as he wills, ' without waiting until death makes the longer possession of his riches impossible. The last gift is one which will be most heartily appre ciated by all the world. The South is sunk in prejudice and ipnorance. It Is to educa tion that we must look as the means of resus citating that section. When knowledge is generally diffused among the masses when all can read and write then will all danger of a rebellion be forever removed, and the whole land be united by the common bond of universal intelligence. We know of no use to . which the mouey of Mr. Feabody could have been applied which would have done such an amount of permanent good to America as the education of the Southern people. In his donation an utter disregard of the dis tinctions of caste Is observed. lie emphati cally says : ' I give the sum of $1,000,000, to be by you, and your successors, held in trust, and the income thereof used and applied, in your discretion, for the promotion and en couragement of Intellectual, moral, and in dustrial education among the young of the more destitute portions of the Southern and Southwestern States of our Union my pur pose being that the benefit intended shall le distributed among the entire population, without other distinction than their need and the opportunities of usefulness to them selves." As the need of education is not controlled by color or race, so a'so is the donation of Mr. Peabody to be meted out to all who need it. That the effect on the country will be most beneficial none can doubt. The Southern people must have their eyes open to the folly of continued hatred ol a section one of whose sons gives such a sum, and hun dreds and thousands of whose sons and daughters are devoting all the.r energies to assist those who return only hatred. This donation, Judiciously distributed to aid schools and colleges, will go far towards dis seminating intelligence ; and the children of those whom Mr. Peabodj's generosity has raised from ignorance, will rise up in com ing generations and call their benefactor blessed. The Dangers from Steu.ni Uoilcrs in the City. It appears from the official report of Henry P. M. Birkinbine, Chief Engineer of the Water Department, that there are in this city 925 steam boilers receiving their supply of water from the Water Department, and some 200 more not thus receiving their supply, making in all 1100 boilers within the city limits. When it is remembered that each of these boilers is as dangerous as a powder magazine and in some respects more so, and that large numbers of them are located under the pave ments of our most busy and thickly crowded streets, we can form some idea of the "hourly dangers" that beset our citizens while engag ed in the ordinary avocations of life. We live in a city which is fairly "mined" beneath our feet, imagine what would be the effects of the explosion, at almost any hour of the day, of some of the huge boilers located under the very busiest part of Chesnut Btreet. We are glad to see that this subject is en gaging the attention of our city authorities . It is a wonder that it should have been so long neglected. An ordinance has been pro potted by a committee of City Councils, to provide for the careful and systematic in spection and supervision of all stationary steam engines and boilers within the city, which seems to provide, if not all the safe guards possible, at least much greater ones than we now enjoy, against explosions. We trust that the subject will be iully investi gated, and all the means taken which science and observation have furnished to guard against the dangers incident to the use of steam In the midst of a crowded city. The Ikon fob the Pacific Railroad. We trout that the Senate amendment to the Tariff bill, suspend'ng for two years the pro vision In the original Pacific Railroad law requiring the road to be constructed of American iron, will not be concurred in by the House of Representatives. The various companies constructing that road and its branches are the recipients of an unparalleled bounty from ihe Government, and they Bhould not seek to deprive American labor of the profit there may be in makinthe Iron required for its construction. The Nkdbabka Admission Bill Passhs the Senate. In the Senate yesterday, the bill for the admission ot Nebraska as a State was taken upand, without discussion, passed over the President's veto by a vote of thirty one to nine. There Is no doubt of its passage through the House, so that the new State will sooa be a member of the Union. TOE , IUILTT EVKN1NG , TKLKG RAHI PHILADELPHIA, SATURDAY Rejections and Confirmation. We are glad to see that the United 8tatea Senate Is rejecting, without hesitation, all Republicans who abandoned the party lo order to secure office under Mr. Johnson. We hope there will not be one exception in favor'of any one. Let every man who has sold his principles for place lose Ms place as well as his principles. We can respect a Democrat who accepts office on the platform of the Executive, but every Republican who has proved a renegade should be rejected without mercy. When Democrats come up for action before the Sena:e, let them be either confirmed or not. as their personal character shall dictate. But let every Johnson Repub lican meet the same fate, without any regard to bis personal purity. Such has been the rule of the Senate so far, and w c hope it will continue to be its guide. Wb b avi the autltoiity of Mr. Scovel for say ing that he has not testified before the Judiciary Committee In regard to the New Jersey Sena torial question, nor about any other question. We suppose (a supposition we make on our own responsibility) that should Mr. Scovel be legally summoned to Washington before the Judiciary Committee, that, like any other good aud law-abiding citizen, he would answer such summons, and do bis duty in the premises. Any person or persons standing in the fiduciary capacity staled in the fourth sec lion of this act, who may desire to invest money in their hands for the benefit of the trust, may, without any order of court, invest the same in the bonds authorized to be issued by this act, at a rale of premium not exceed ing twenty per ceulum.
