The Southern lloveruors antl other representative men of the South who are here, and who prepared the plau of reconstruction Bent in these despatches last Tityrht, and who had been in conference with Republican members of the House, it appears were under the impression that their proposed tplan would oe acceptable to Congress. In this ibey are much mistaken, for there is no con siderable number of members who are willing to accept any modification of the Constitutional amendment adopted by Conaress. The proposition of the Southern men has. lowever, hud a mollifying cllect upon the tem per ot iicpuDiican niemoers, m so tor as the peo ple of the South have thus demonstrated their willmaness to give suffrage to the freedmen, and siccepi an me terras or tne amendment save the third f-eetion. Beyond this the plan of the southern (iovernors amounts to nothing. The friend. of the measure, nevertheless, will sub mit it to the Reconstruction Committee, which meets to-morrow. All hopes of the adoption by that Committee of the measure which wo sug gested last week are at an end. and there Is no encouragement to believe that the members can apree upon a icport to be submitted to the House to-morrow. The Southern Republicans here, as was to be expected, are violent in their opposition to the plan. In addition to what was telegraphed last night on the subject, I in ay add that the propo sition has been sent to all of the Governors of Southern States, accompanied by a letter signed bv Governor Orr. Governor Sharkev. Governor Parsons, Governor Worth, and others, which, while it recommends the adoption or tne propo sition, is decidedly non-committal and verv brief. In about ten lines of newspaper print they tay, in eflect, that the acceptance of the proposition wouia virtually ettect a compromise between the President and Congress, which they consider desirable. It is known that the President has telegraphed to the Legislatures of Nort h and South Carolina, Alabama, Mississippi, Louisiana, and Arkansas, which are now in session, and to prominent men in other Southern States, urging" them to adopt this proposition.
