The following order lias been issued by Mnjor-teneral ScboHeld: All hordes and mules winch belong to the United states, and are in the hands ot private citizens wilhm the limits of this Department, whether lent to ibem by the military authori ties atti the close of the war, taken up as astray, or otherwise acquired, will be at once returned to the Government through the nearest officers ot the army or Freed man's Bureau. Officers of the Frcedmen's Bureau will give proper publicity to this order, aud cause it to be complied with in all cases. Tbcy will receive and care lor the animals and report their num ber and condition to these headquarters, where orders will be given for their disposition. A circular, Issued December 8, recites that in car rying out the pi o visions of General Order No. 11. officers of the Bureau will purohase the necessary forage and hire the help necessary to properly care lor the animals taken up unicr said order. Under the pressure of this order, those who nave Government horses belonging to the United States, and have not a bill of sale, are running their animals into the mountains to prevent the possibility ol their being seized. The order in cludes animals captured during the war. It has created quite a panic among the farmers of the Valley. The Bureau agents have given no mili tary force to execute the order, and there are no troops in this section. Destructive Fiie at Buffalo. Buffalo, December 17.
