CONGRESSIONAL, PROCEEDINGS. The following are tue Congressional proceed ings of yesterday, continued from our Fourth Edition : Senate. Mr. Sprague, of .Rhode Island, called up the Join resolution concerning the survey of the loth in ua of Danon, whiob was passed. Mr. Hendricks, of Indiana, took the floor In opp , sltioK to tbe bill and tending amendment, taking the ground that the majority in favor ot the State Government at tho suction in Nebraska was very small, otc. JUr. Grimes moved to suspend further considera tion or the pending bill to take up the resolution for the holiday reecs. ' The roeo ution was taken up, Mr. Fessi nden opposed it, saving that if gentle men flattered themselves that there was nothing to do, all he bad to say was to call their attention to the debate of an hour's length today on the mere motion to take up a bill. The Bankruptcy bill, the pending bill, tbo bill to repeal the President's amnesty power, and a great many others wore to be C nidered. It was said by some gentlemen thai tho ortietb Congress would assemble on the 1th day of Maicb. Probabiy it would, but only to organize and adjourn. - Mr. Sherman said his experience was that it was imiossi: le to pet a quorum during the holidays. Alter urther discussion the yeas and nays were demanded on tbe resolution to adjourn lrom De cember 20 t j January 8. Mr. Johnson, of Maryland, called for the reading Of tbe resolution, and It was discovered that by an omission it piovioed only lor an adjournment ot the Hou-e. On motion of Mr. Conncss, of California, tho words "i-enate and" were inserted belore tho word "House." As thus amended the resolution was adopted yeas, 27 i nays, 16. Messr. t hand er, DIxoa, Fesscndcn, Fogg, Fos ter, Howard Johnson, Kl.kwood, Lane, Batterson, f-au sbnry, Sumner, Trunbull, Wade, Williams, ana WiIbou, voted in the negative. The resolution now goes to the House for concur tence in verbal amendments. Mr. Hendricks resumed tbe floor on the Nebraska bill, but yielded to Mr. Brown, and on whose motion it was ordered that when tbe donate adjourn to day, it be to meet on Monday next. On motion of Mr. Wi son the bonate went luto executive session, and soon after adjourned. House of Representatives. Tbe House went Into Committee of the Wholo on tbe State of the Union. Mr. Washburne in the Chair, on the President's Annual Message. Bar. Went worth, of Illinois, addressed the Com mittee, much of bis speech being oocupiet) with an amusing review of the acts and policy of the . President, and tbe relation of illustrative fables aud anecdotes. Tbe President's Message reminded him ol tho President of a College, who undertook to read to his pupils tbe whole of the Bible, but whose book-marks were constantly moved backwards, so that he made no progress, but oontinued reading the same chapters dhv after day. borne one had evidently been playing the same prank with Presi dent Johnson, so that they were getting the same message all the time. (Lauvhter.) He wished, for the sase ol variety, that some one would put for waid tbe marks. He thought the fable of the wolf and the lamb was analogous to the position ol the President and Con gress. Mr. Johnson had muddled the political waters, and accused tbe lamb, Cougress, of having done so. (Laughter ) Congress has been doing all it could to get the Southern States into the Union, and .the President has been doing all be could to keep them out. He (Mr. Wentwortb) was willing, whenever they adopted tbe Constitutional amend ment, to agree to universal amnesty for universal . suffrage, but not a moment before. Mr. Hue, of Kentucky, obtained the floor, and on his motion the Committee rose. Mr. Taylor, of Tennessee, was, at his request, ex cused lrcm further si rvioe on tbe eoleot committee on the New O' loans riots, and Mr. McCullough, of Ua'yland, was appointed in his stead. h Mr. Stevens, ot Pennsylvania, from the Committee on Appropriations, reported the legislative, execu tive, and Judicial appropriation bill. itead twice and made tbe special order lor luesdav next. Mr. Bidwell introduced a bill to provide for the adjustment of accounts of postmasters, uader tbe act ol July 27, Wil. Referred to the Post Office Committee. Mr. Paine, ol Ohio, Introduced a bill to place all Othcersof the army on tbe same footing thereon as tsa'lcwance for extra rations lor vol unterr service ' deferred to tbe Committee on Military Affairs On n otion ol Mr. Lawrenoe.ot Ohio, the Committee on Pensions was Instructed to inquire into the expo ' dienov of amending the pension laws so as to pro Tide that In all casus where it is proved to the satis faction of tbe Commissioner of Pensions that any soldier of tbe army ol the United State during the Kebellion died in any Rebel prisou, it shall, for all purposes of pensions in such cases, be deemed prima facte evidence that suoh soldier died ot diseaso con tracted in the service of the United States in the , lne ot his duty. On motion or Mr. Hale, N. T., the (Select Com ' ttrittee of last aes-ion, on the case of Dorranoe At water, was continued lor the present session. Mr Manard, Tenn., asked leave to introduce a ' resolution to except Teouessee lrom the application of a resolnlion of the session, directing the Com mute on cia ms to reject all o aims tor damagos to property in Hebe) States during the war. In response to this some of the paseneers answered in the affirmative. Inquiries of the Ba.ue nature were made by others to other passengers on board the steam ship, and a reply of similar Import was elicited.
